WASHINGTON HEADQUARTERS SERVICES

The RAND National Defense Research Institute, Santa Monica, California, has been awarded a task order contract (HQ003426DE016) with a value of $452,461,776. The purpose of this contract is to provide research, studies, analysis, analytic models, simulations, and wargaming exercises that bring together analysts, government officials, academia, and industry to address government challenges, and other technical and analytical support useful for policy and program planning and management by its sponsors. Work will be performed at the Pentagon, Arlington, Virginia; Santa Monica, California; and Pittsburgh, Pennsylvania. The estimated completion date is Aug. 1, 2026. The total amount of the contract if all options are exercised is $985,625,480. No funds are obligated at the time of the award. NAVY

SMIT Singapore Pte Ltd., Singapore, is awarded a $180,000,000 cost-plus-award-fee, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for salvage-related towing, harbor clearance, ocean engineering projects, and point-to-point towing services. Work will be performed in the Western Pacific region and is expected to be completed by July 2031. Fiscal 2026 operations and maintenance (Navy) funds in the amount of $5,000 will be obligated at time of award, of which $5,000 will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with five offers received. Bamforth Engineers + Surveyors Inc.,* Norfolk, Virginia, is awarded a firm-fixed-price, indefinite-delivery, indefinite-quantity contract with a maximum amount of $90,000,000 for architect-engineer services for Navy and Marine Corps installations. The first task order is awarded at $5,000 to fulfill the minimum guarantee. The term of the contract is not to exceed 60 months with an expected completion date of July 2031. Fiscal 2026 operations and maintenance, Navy funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website with seven offers received. BAE Systems - Jacksonville Ship Repair LLC, Jacksonville, Florida, was awarded a $49,339,702 firm-fixed-price contract for maintenance, modernization and repair of USS Wichita (LCS 13) fiscal 2026 docking selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for and accomplish the Chief of Naval Operations (CNO) Availability for critical modernization, maintenance, and repair programs. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $60,891,843. Work will be performed in Mayport, Florida, and is expected to be completed by May 2027. Fiscal 2025 other procurement (Navy) funds in the amount of $46,302,996 (94%), fiscal 2026 other procurement (Navy) funds in the amount of $3,036,706 (6%) will be obligated at the time of award, and will not expire at the end of the current fiscal year. Thoma-Sea Marine Constructors LLC,* Houma, Louisiana, is awarded $26,625,622 firm-fixed-price modification to previously awarded contract N00024-19-C-2216 for the definitization of an engineering change related to the shore power configuration and capability for both National Oceanic and Atmospheric Administration (NOAA) Auxiliary general Oceanographic Research Variant (NAV) Ship 1and 2 and the settlement of other ship changes. Work will be performed in Houma, Louisiana and is expected to be completed by November 2028. Procurement, acquisition, and construction (NOAA) funds in the amount of $26,625,622 will be obligated at time of award and will not expire at the end of the current fiscal year. Delphinus Engineering, Inc.,* Newtown Square, Pennsylvania (N4523A-26-D-1006); Global Coatings LLC,* Bremerton, Washington (N4523A-26-D-1005); Motive Power Marine LLC,* Tacoma, Washington (N4523A-26-D-1004); Platypus Marine Inc.,* Port Angeles, Washington (N4523A-26-D-1003); and Snow & Company Inc.,* Seattle, Washington (N4523A-26-D-1002), are awarded a firm-fixed-price, multiple award, indefinite-delivery/indefinite-quantity contract for the repair and modernization of open lighter barges, utility floats, and utility float deep draft, with a ceiling of $24,494,585. Work will be performed in the Puget Sound, Washington region and will commence in July 2026 and end in July 2031. Fiscal 2026 operations and maintenance (Navy) funding in the amount of $1,000 will be obligated at time of award to each contractor as a minimum guarantee. Further funding will be provided at the delivery order level. This contract was competitively procured, solicited via System Award Management website and five offers were received. Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $14,508,319 cost-plus-fixed-fee order (N0001926F2179) against a previously issued basic ordering agreement (N0001924G0010). This order provides comprehensive diminishing manufacturing sources and material shortages management services for the F-35 Joint Strike Fighter Air System, including supply chain monitoring, subcontractor oversight, obsolescence management, technology refresh planning, inventory assessments, and cost forecasting. This effort supports identification and mitigation of obsolete or unavailable parts and materials, preventing production disruptions and ensuring the long-term sustainment and operational readiness of the F-35 fleet in support of the Air Force, Navy, Marine Corps, and F-35 Program Partners. Work will be performed in Fort Worth, Texas (32.43%); Palm Bay, Florida (9.03%); Orlando, Florida (8.44%); San Diego, California (7.23%); El Segundo, California (4.11%); Owego, New York, (4.1%); Cedar Rapids, Iowa, (3.86%); Elma, New York (2%); McKinney, Texas (2%); Nashua, New Hampshire (1.97%); Rolling Meadows, Illinois (1.52%); Alpharetta, Georgia (1.15%); various locations within the continental U.S (20.16%); and various locations outside the continental U.S. (2.0%), and is expected to be completed by December 2031. Fiscal 2025 aircraft procurement (Air Force) funds in the amount of $5,932,808; fiscal 2025 aircraft procurement (Navy) funds in the amount of $5,932,807; and F-35 program partner funds in the amount of $2,642,704, will be obligated at the time if award, none of which will expire at the end of the current fiscal year. Emerald Energy & Exploration Land Co.,* Corbin, Kentucky (W9126G-26-D-A042); Jones Lang LaSalle Americas Inc., Washington, D.C. (W9126G-26-D-A043); K. Johnson & Co. Conrad Shipyard LLC,* Morgan City, Louisiana, was awarded a $24,153,000 firm-fixed-price contract to finalize engineering, construct, test and deliver a new deck barge. The total cumulative face value of the contract is $24,459,000. Bids were solicited via the internet with four received. Work will be performed in Morgan City, Louisiana, with an estimated completion date of May 11, 2028. Fiscal 2026 revolving funds in the amount of $24,153,000 were obligated at the time of the award. Guarantee Interiors Inc.,* St. Louis, Missouri, was awarded a $18,999,877 firm-fixed-price contract for Department of Veterans Affairs St. Louis ICT swing space and utility relocation, including a temporary data center, site work, switchgear pads and enclosures, hazardous materials survey and remediation, utility line relocations and related work. Bids were solicited via the internet with one received. Work will be performed in St. Louis, Missouri, with an estimated completion date of Nov. 9, 2027. General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded a $16,070,549 cost-plus-fixed-fee modification (P00141) to contract W56HZV-22-C-0012 to support systems technical support and sustainment systems technical support for the Abrams family of vehicles. The modification brings the total cumulative face value of the contract to $1,201,531,043. Bids were solicited via the internet with one received. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Feb. 27, 2027. DEFENSE LOGISTICS AGENCY

ASRC Federal Facilities Logistics LLC,** Fairfield, New Jersey, has been awarded a maximum $90,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for facilities maintenance, repair and operations supplies. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a 396-day bridge contract with no option periods. Locations of performance are Colorado, New Mexico, Oklahoma, Kansas, and Arkansas, with an Aug. 2, 2027, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, and Coast Guard. Type of appropriation is fiscal 2026 through 2027 defense working capital funds. AIR FORCE

Vertex Aerospace LLC, Madison, Mississippi, has been awarded a $22,573,762 modification (P00003) to previously awarded (FA8106-25-D-B003) for contractor operated and maintained base supply services. This modification brings the cumulative face value of the contract to $46,269,389. Work will be performed at Vance Air Force Base, Oklahoma, and is expected to be completed by April 20, 2027. No funds are being obligated at time of award. The Air Force Life Cycle Management Center, Tinker AFB, Oklahoma, is the contracting activity.
