MISSILE DEFENSE AGENCY

Lockheed Martin Corp. Missiles and Fire Control, Dallas, Texas, is awarded a multi-year procurement sole-source, fixed-price incentive, undefinitized contract for the production of Terminal High Altitude Area Defense (THAAD) Interceptors. The total value of this contract is $35,327,237,604. Under this contract, the contractor will produce THAAD missile rounds, under fixed-price contract line-item numbers. The work will be performed in Dallas, Texas; Sunnyvale, California; Troy, Alabama; and Camden, Arkansas. The performance period is from March 2026 through June 2032. One offer was solicited, and one offer was received. Fiscal 2026 procurement funds in the amount of $842,871,672 are being obligated at time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

AIR FORCE

Strategic Mission Systems LLC, Oklahoma City, Oklahoma, has been awarded an indefinite-delivery/indefinite-quantity contract with a not to exceed ceiling of $984,000,000 for E-4B sustainment and modernization. This contract provides for communication support services for E-4B mission systems. Work will be performed in Oklahoma City, Oklahoma; San Antonio, Texas; and at Offutt Air Force Base, Nebraska, and is expected to be completed by June 24, 2037. This award is the result of a sole source acquisition. Fiscal 2026 operations and maintenance funds in the amount of $24,866,449 are being obligated at the time of award. Raytheon Co., Tucson, Arizona, has been awarded a $398,691,358 cost-plus-fixed-fee and cost-reimbursement undefinitized contract action for Advanced Medium Range Air-to-Air Missiles. This contract provides for D4/C9 system requirements review and preliminary design review activities, to include proof of design and proof of manufacturing. Work will be performed in Tucson, Arizona, and is expected to be completed by Dec. 11, 2027. This contract involves Foreign Military Sales (FMS) to the United Arab Emirates, Argentina, Australia, Belgium, Bulgaria, Canada, Denmark, Estonia, Finland, Germany, Hungary, Israel, Italy, Japan, South Korea, Kuwait, Lithuania, Morocco, Netherlands, Norway, Peru, Poland, Romania, Singapore, Spain, Saudi Arabia, Sweden, Switzerland, Turkey, Taiwan, and the United Kingdom. Lockheed Martin Rotary Mission Systems, Stratford, Connecticut, has been awarded a $126,946,760 modification (PZ0368) to a previously awarded contract (FA8629-14-C-2403) for initial spare parts for HH-60W Lot Five. This contract definitizes an undefinitized contract action from previous modification (P00337) and will bring the total cumulative face value of the contract to $6,436,655,078 from $6,455,719,950. Work will be performed at Stratford, Connecticut, and is expected to be completed by March 18, 2030. Fiscal 2024 and 2025 aircraft procurement funds in the amount of $17,438,036 are being obligated at time of award. Geneva Technologies Inc., Monument, Colorado, has been awarded a $20,643,202 cost-plus-fixed-fee contract for space experimentation of novel thrusters, electronics, and techniques. This contract provides for improvements to hardware and personnel to enable on-orbit resiliency experiments focused on space-propulsion technology. Work will be performed at Monument, Colorado, and is expected to be completed by July 2, 2036. This contract was a competitive acquisition, and one offer was received. Fiscal 2026 research, development, test and evaluation funds in the amount of $665,000 are being obligated at the time of award. DRS Sustainment Systems Inc., Bridgeton, Missouri, has been awarded a $19,407,893 modification (P00002) to a previously awarded contract (FA8534-25-D-0016) to exercise a contract option. This contract provides for overhaul and unscheduled depot-level maintenance for the Halvorsen Aircraft Cargo Loader. Work will be performed in Bridgeton, Missouri; and West Plains, Missouri, and is expected to be completed Sept. 14, 2027. No funds are being obligated at time of award. Lockheed Martin Rotary and Mission Systems, Liverpool, New York, has been awarded an $11,826,317 modification (P00085) to a previously awarded contract (FA8730-21-C-0022) for the Three-Dimensional Expeditionary Long-Range Radar program, including interim contractor support and additional spares. The modification brings the total cumulative face value of the contract to $592,949,700 from $581,123,383. Work will be performed in Liverpool, New York, and is expected to be completed by May 16, 2028. Fiscal 2026 other procurement funds in the amount of $11,826,317 are being obligated at time of award. Alloy Surface Co., Aston, Pennsylvania, was awarded a $300,000,000 modification (P00008) to contract W15QKN-21-D-0014 for the production, testing, inspection, packaging, and delivery of M211, MJU-49, MJU-50A/B, MJU-51A/B, MJU-52A/B, MJU-64/B, MJU-66/B, and XM-219 decoys. The modification brings the total cumulative face value of the contract to $328,823,677. Bids were solicited via the internet with one received. Northrop Grumman Systems Corp., Plymouth, Minnesota (W15QKN-26-D-0013); General Dynamics Ordnance and Tactical Systems, Marion, Illinois (W15QKN-26-D-0014); and AMTEC Corp.,* Janesville, Wisconsin (W15QKN-26-D-0015), will compete for each order of the $83,600,000 cost-plus-fixed-fee, firm-fixed-price contract for non-recurring engineering development, manufacturing, design and testing support interoperable with 20mm, 25mm, 30mm x 113mm, 30mm x 173mm, and 50mm weapon systems. Lockheed Martin Corp., Orlando, Florida, was awarded an undefinitized contract action with a not-to-exceed of $66,759,431 for the AH-64 Apache Modernized Target Acquisition Designation Sight/Pilot Night Vision Sensor (MTADS/PNVS) performance-based logistics program, including all obsolescence, replacement configurations, and redesigns found only on the AH-64 Apache Attack Helicopter, as well as peculiar ground support equipment in active use by the military in support of the MTADS/PNVS system. The total cumulative face value of the contract is $382,051,127. Bids were solicited via the internet with one received. Work will be performed in Orlando, Florida, with an estimated completion date of Dec. 31, 2026. Fiscal 2026 service funds in the amount of $66,759,431 were obligated at the time of the award. Hewlett Packard Enterprise Co., Spring, Texas, was awarded a $28,000,000 firm-fixed-price contract for production use, delivery, installation, and maintenance of a high-performance computing system. The total cumulative face value of the contract is $43,610,577. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 26, 2035. NAVY

Alliant Techsystems Operations LLC, Northridge, California, is awarded a $90,460,778 cost-plus-fixed-fee, cost reimbursable, indefinite-delivery/indefinite-quantity contract. This contract provides design, development, studies, and technology demonstrations to develop and apply new technology to ensure battlespace dominance utilizing systems including: Advanced Anti-Radiation Missile, Advanced Anti-Radiation Missile Extended Range Multi Stage Supersonic Target, Joint Multi Effects Warhead Systems Fuze Systems, Common Munition Built-In Test (BIT)/Reprogramming Equipment, Common Munition BIT/Reprogramming Equipment Cyber Enhancement, Liquid/Solid Fuel Ramjet, Stand-in Attack Weapon, Low-Cost Guided Imaging Rocket Launcher, Very Long Range Munition Air Breather, AIM-9 Rocker Motors, Rolling Airframe Missile Rocket Motor, RAM Block II Rocket Motor, and fuzes including the DSU-33D/B and FMU-139D/B and similar systems and applications in support of the Navy. Work will be performed in Northridge, California (80%); and China Lake, California (20%), and is expected to be completed by June 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. PAE Government Services Inc., Chantilly, Virginia, is awarded a $49,080,773, firm-fixed-price, indefinite-delivery/indefinite-quantity modification (N40084-21-D-0060) to previously awarded contract for base operations support at Marine Corps Air Station Iwakuni, Japan. This award brings the total cumulative face value of the contract to $204,013,973. The contract modification provides for a bridge extension to continue essential recurring and non-recurring facility support services pursuant to 10 U.S. Code 3204(a)(2). Work will be performed at Iwakuni City, Japan, and is expected to be completed by June 2027. No funds will be obligated at time of award. Fiscal 2026 operations and maintenance (Marine Corps); fiscal 2026 operations and maintenance (Navy); fiscal 2026 operations and maintenance (Defense Agencies); and fiscal 2026 Department of War working capital funds, in the amount of $16,383,576 for recurring work will be obligated on individual task orders issued during the bridge base period, and will expire at the end of the current fiscal year. Huntington Ingalls Inc., Newport News Shipbuilding, Newport News, Virginia, was awarded a $44,117,851 cost-plus-incentive-fee modification to previously awarded contract (N00024-21-C-2106) for USS John C. Stennis (CVN 74) Refueling Complex Overhaul supplemental work and a special incentive for schedule performance. Work will be performed in Newport News, Virginia and is expected to be completed by October 2026. Fiscal 2026 shipbuilding and conversion (Navy) funds in the amount of $15,000,000 will be obligated at time of award and will expire at the end of the current fiscal year. Federated Maritime LLC, Boca Raton, Florida, is awarded a $21,557,995 firm-fixed-price contract with pass through reimbursable elements (N3220526C1244), for time charter of one clean, Coast Guard approved, upon delivery U.S. flag or foreign flag to be reflagged prior to delivery, double hull tanker with an inert gas system and segregated ballast tanks that is capable of carrying a minimum of 240,000 barrels of clean petroleum products (intention JP5, JP8, JAA, or F76) within the vessel’s natural segregation in designated cargo tanks with double valve isolation. This contract includes a 12-month base period with three one-year option periods, and one 11-month option which, if exercised, would bring the cumulative value of this contract to $97,749,572. The contract will be for worldwide performance, with intentions to operate in the Western Pacific. The contract is expected to be completed if all options are exercised by May 2031. Transportation Working Capital Funds in the amount of $21,557,995 are obligated for fiscal 2026 and will not expire at the end of the fiscal year. This contract was competitively procured as full and open competition with proposals solicited via the Governmentwide point of entry and nine offers were received. Military Sealift Command, Norfolk, Virginia, is the contracting activity.

Charles Stark Draper Laboratories Inc., Cambridge, Massachusetts, is being awarded a $14,878,252 cost-plus-fixed-fee modification, P00006, to a previously awarded and announced contract (N00030-23-C-6008), for the production of the Trident (D5) Guidance Subsystem. This requirement includes maintaining critical skills related to the assembly and test of Alternate Pendulous Integrating Gyroscopic Accelerometer system and sub-assemblies. Work will be performed in Cambridge, Massachusetts (50%); Pittsfield, Massachusetts (25%); and Clearwater, Florida (25%). Work is expected to be completed on Aug. 29, 2028.
