NAVY

Fluor Marine Propulsion LLC, Arlington, Virginia, was awarded a $1,034,700,000 cost-plus-fixed-fee modification to previously awarded contract (N00024-18-C-2130) for naval nuclear propulsion work at the Naval Nuclear Laboratory. Work will be performed in Pittsburgh, Pennsylvania (47%), Schenectady, New York (45%), and Idaho Falls, Idaho (8%). Fiscal 2026 operation and maintenance (Navy) funding in the amount of $130,490,278 (56%), non appropriated funds in the amount of $54,500,000 (23%), fiscal 2026 shipbuilding and conversion (Navy) funding in the amount of $48,000,000 (21%), and fiscal 2026 research, development, test and evaluation in the amount of $50,000 (<1%) will be obligated at time of award, of which $130,490,278 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Raytheon Missiles and Defense, Marlborough, Massachusetts, was awarded a $515,822,691 cost-plus-fixed fee, firm-fixed-price, and cost-only modification to previously awarded contract N00024-25-C-5501 to exercise an option for continued integration and production support efforts for the Air and Missile Defense Radar AN/SPY-6(V). This contract combines the purchases for the U.S. Navy (74%) and the government of Germany with the potential for other countries to be added (26%) under the Foreign Military Sales program. Work will be performed in Marlborough, Massachusetts (54%); Pascagoula, Mississippi (14%); Moorestown, New Jersey (9%); Newport News, Virginia (6%); Kauai, Hawaii (5%); Wallops Island, Virginia (4%); Bath, Maine (2%); Chesapeake, Virginia (2%); Portsmouth, Rhode Island (2%); Aurora, Colorado (1%), and San Diego, California (1%), and is expected to be completed by May 2027. Air Center Helicopters, Inc.* of Burleson, Texas was awarded a $82,842,593.00 firm-fixed-price contract (N3220526C1235) to provide Vertical Replenishment services. The Detachment will be forward deployed worldwide for extensive periods at sea. It is anticipated that the detachment will be primarily assigned to Combat Logistics Force ships of the T-AKE class and used to meet seventh and fifth fleet requirements. The contract contains a one-year base period, four one-year option periods, and an option to extend services for up to six months in accordance with FAR 52.217-8. This contract will be funded incrementally in accordance with DFARS 252.232-7007 using Navy appropriated funds that do not expire. Contract performance will commence on July 29, 2026, and will conclude on January 28, 2032, if all options are exercised. The procurement was solicited via the Government Point of Entry website and one proposal was received. The U.S. Navy’s Military Sealift Command, headquartered in Norfolk, Virginia, is the contracting activity.

Nakupuna Federal LLC, Arlington, VA (N0003926CG001) is awarded a $10,060,554.05 cost-plus-fixed-fee contract for Engineering and Professional Support Services to support Next-Generation Command, Control, Communications, Computers and Intelligence (C4I) Integration Requirements for PMW 760. These services cover the entire acquisition lifecycle, from pre-acquisition through sustainment, requiring both technical and programmatic expertise to meet fleet demands for integrated products and services. The estimated value of the contract is $99,863,747.31. This contract has a one-year base period of performance with four one-year option periods and one six-month option period. The contract was awarded with an initial increment of Fiscal Year 2026 Operations and Maintenance and Fiscal Year 2026 Research, Development, Test and Evaluations funding. Work will be performed in San Diego, California; and other locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). One company was solicited for this sole-source requirement pursuant to the authority set forth in 15 U.S. Code 637(a)(1), with one offer received. Naval Information Warfare Systems Command, San Diego, California is the contracting activity.

CORRECTION: BL Harbert International LLC, Birmingham, Alabama, was awarded a $156,104,687 firm-fixed price construction contract. Work to be performed includes construction of two recruit barracks in support of combined male and female recruit training. Work will be performed at Marine Corps Recruit Depot Parris Island, South Carolina, and is expected to be completed by June 2030. Fiscal 2022/2023 military construction funds in the amount of $156,104,687 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the SAM.gov website with four offers received. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-26-C-0013).

ARMY

Mike Hooks LLC, Westlake, Louisiana, was awarded a $17,868,250 firm-fixed-price contract for pipeline dredging of the Corpus Christi Ship Channel. The total cumulative face value of the contract is $26,454,250. Bids were solicited online, with four received. Work will be performed in Corpus Christi, Texas, with an estimated completion date of April 16, 2027. Fiscal 2026 civil construction funds in the amount of $17,868,250 were obligated at the time of the award. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-26-C-A020).

DEFENSE LOGISTICS AGENCY

AIR FORCE

Defender Contracting & Construction 2, LLC, Kansas City, Missouri, was awarded a $100,000,000 ceiling firm-fixed price, indefinite delivery-indefinite quantity contract for Simplified Acquisition Base Engineering Requirement (SABER). This contract provides for all management, labor, material, equipment, transportation, supervision and minimal designs to accomplish numerous, concurrent projects for a broad range of maintenance, repair and minor construction work on real property. Work will be performed at Edwards Air Force Base, California, and is expected to be completed by May 28, 2031. This contract was a competitive acquisition and nine offers were received. Fiscal 2026 operations and maintenance funds in the amount of $302,696 are being obligated at time of award. Lockheed Martin Corp., Liverpool, New York, was awarded a $17,527,000 indefinite-delivery/indefinite-quantity contract for sustainment services on the AN/FPS-117 weapon system. This contract provides support for program management, engineering, emergency repairs, manufacturing and material, software and hardware procurement, travel, and shipping. Work will be performed at Liverpool, New York and is expected to be completed June 10, 2035. This award is the result of a sole source acquisition. Fiscal 2026 operation and maintenance funds in the amount of $1,609,640 will be obligated at time of award.
