ARMY

L3Harris Global Communication Inc., Rochester, New York, was awarded a $495,000,000 modification (P00019) to contract W91CRB-21-D-5003 for delivery of communication systems and related services. The modification brings the total cumulative face value of the contract to $3,795,000,000. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 1, 2026. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Delta Air Lines Inc., Atlanta, Georgia (SP4701-26-D-0029); Lynden Air Cargo LLC, Anchorage, Alaska (SP4701-26-D-0030); Northern Air Cargo LLC, Anchorage, Alaska (SP4701-26-D-0031); Sun Country Inc., Minneapolis, Minesota (SP4701-26-D-0032) and United Parcel Service Co., Louisville, Kentucky (SP4701-26-D-0033) are sharing a maximum $24,000,000 indefinite-delivery/indefinite-quantity contract under solicitation SP4701-26-R-0004 for medical freight transportation. This was a competitive acquisition with thirteen responses received. These are one-year base contracts with four one-year option periods. Locations of performance are inside the continental United States, with a June 30, 2027, ordering period end date. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2026 through 2027 defense working capital funds. The contracting activity is Defense Logistics Agency Contracting Services Office, Philadelphia, Pennsylvania.

CORRECTION: The contract announced on May 14, 2026, for Becton Dickinson and Co., Sparks Glencoe, Maryland (SPE2DF-26-D-0013) for $49,000,000 was announced with an incorrect award date. The correct award date is May 29, 2026. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

NAVY

BL Harbert International LLC, Birmingham, Alabama, was awarded a $156,104,687 firm-fixed price construction contract. Work to be performed includes construction of two recruit barracks in support of combined male and female recruit training. Work will be performed at Marine Corps Recruit Depot Parris Island, South Carolina, and is expected to be completed by June 2030. Fiscal 2023 military construction funds in the amount of $156,104,687 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the SAM.gov website with four offers received. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-26-C-0008).

Northrop Grumman Systems Corp., Chandler, Arizona, is awarded a cost-plus-fixed-fee, cost reimbursable $99,959,797 indefinite-delivery/indefinite-quantity contract for the production and delivery of flight trajectories and technical data packages associated with Ground Launch Drone Missile GQM-163A aerial target launches. The contract also provides for the operation, maintenance, and loading of GQM-163A targets onto launchers prior to target launch in support of the Navy’s Pacific Target Marine Operations Division. Work will be performed in Chandler, Arizona (30%); Point Mugu, California (27%); Las Cruces, New Mexico (15%); Wallops Island, Virginia (12%); Barking Sands, Hawaii (6%); Hebrides, Scotland United Kingdom (6%); undisclosed location, Israel (3%); and Indianapolis, Indiana (1%) and is expected to be completed in May 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. Northrop Grumman Corp., Northrop Grumman Missions Systems, Linthicum, Maryland, is awarded a $61,333,595 firm-fixed-price contract for the production and delivery of 28 B-Kit Shop Replaceable Assemblies in support of EA-18G AN/ALQ-218 Weapons Replaceable Assembly (WRA)-7 processor unit; 30 B-Kit SRAs in support of EA-18G AN/ALQ-218 WRA-8 Digital Measurement Receiver (DMR); and 77 Low Band Dedicated Receiver SRAs in support of EA-18G AN/ALQ-218 WRA-8 DMR as well as associated technical data in support of upgrading the AN/ALQ-218 tactical jamming receivers for the Navy. Work will be performed in Linthicum, Maryland (80%) and Bethpage, New York (20%), and is expected to be completed in February 2030. Fiscal 2026 aircraft procurement (Navy) funds in the amount of $61,333,595 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Boeing Co., St. Louis, Missouri, is awarded a $21,619,263 modification (P00091) to a previously awarded a fixed-price-incentive-fee, cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00019-18-C-1012). This modification adds scope to provide non-recurring engineering, hardware, and associated components in support of laboratory testing required to certify the mission management system computer multi-level security (MLS) Switch and MLS guard to the National Cross Domain Strategy and Management Office lab-based security assessment standards. The effort supports the MQ-25A Program requirements for National Security Agency assessment of the cross-domain solution to raise the bar version 5.1 Increment 2 and Increment 3 standards. Work will be performed in St. Louis, Missouri (53.5%); Melbourne, Florida (25%); El Segundo, California (18%); Alameda, California (1.5%); Pleasanton, California (1%); and Heath, Ohio (1%) and is expected to be completed by December 2028. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $15,633,634 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Whiskey Project Group (TWPG) USA,* LLC, Edenton, North Carolina, is awarded a $17,500,000 firm fixed price other transaction agreement for six Multi Mission Reconnaissance Craft, an expeditionary watercraft platform to conduct littoral and distributed operations. This agreement includes options which, if exercised, would bring the cumulative value $36,000,000. Work will be performed in Edenton, North Carolina, and is expected to be completed by September 2029. Fiscal 2025 research, development, technology, and evaluation (Defense-Wide) funds in the amount of $17,500,000 (40%) will be obligated at time of award and will not expire at the end of the current fiscal year. This agreement was competitively procured through the Defense Innovation Unit's Commercial Solutions Opening process, and following successful completion of critical Prototype other transaction milestones. TWPG was selected for follow-on production OT as authorized under 10 U.S. Code §4022(f). Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-26-9-4136).

DEFENSE FINANCE AND ACCOUNTING SERVICE

Ernst & Young LLP, New York, New York, is being awarded a maximum $9,869,229.50 modification (P00031) for additional work within scope for labor expenses above the original Option 4 award for the Department of Air Force General Fund financial statement audit services. The modification adds labor hours for increased substantive testing to provide audit results toward an opinion outcome, and does not materially change the nature or purpose of the original requirement. Work will be performed in Washington, D.C. and other locations within and outside the U.S., with an expected completion date of Dec. 31, 2026. The modification increases the current cumulative value of the contract from $235,490,018.68 to $245,359,248.18, and is funded by fiscal year 2026 Air Force operations and maintenance funds. This contract was the result of a competitive acquisition for which one quote was received.
