Deputy Assistant Secretary of War for Europe and NATO Policy in the Office of the Under Secretary of War for Policy

 

Will Cappelletti is the Deputy Assistant Secretary of War for Europe and NATO Policy in the Office of the Under Secretary of War for Policy (OUSW-Policy), with responsibility for managing the defense relationship between the United States and over 40 European ally and partner countries, as well U.S. defense policy regarding the North Atlantic Treaty Organization (NATO) and the European Union (EU).  Prior to this position, he served as the Chief of Staff for the Under Secretary of State for Economic Affairs.

Will spent 14 years as an energy and manufacturing technology executive, including as a financial management professional at Chevron Corporation.  There he worked across the upstream portfolio – including assets in Kazakhstan and Latin America – as well as in refining operations and business planning at corporate headquarters.  Among other responsibilities, he co-led the financing efforts for the Future Growth expansion of the Tengiz oil field, closing a $1B bond and a $16B revolving credit facility as well as driving asset disposals in Colombia and Brazil. 

Will began his career as a Special Assistant to the Under Secretary of Defense (Comptroller) at the Pentagon and subsequently worked as an assistant to Donald Rumsfeld, researching and editing Mr. Rumsfeld’s memoir, Known and Unknown.  He was subsequently selected for the Robert Bosch Foundation Fellowship Program in 2010 and worked as a legislative aide in the German Bundestag where he researched critical mineral supply chain dependencies.  Having lived and worked on three continents, Will speaks German and French, has traveled widely across Europe, Central and East Asia, and the Americas, and is an avid rower.  He holds a bachelor’s degree from the College of William and Mary and an MBA from INSEAD in Fontainebleau, France.
