Deputy Principal Cyber Advisor, Office of Secretary of War, Cyber Policy

 

Brig. Gen. William Wilburn is the Deputy Principal Cyber Advisor to the Secretary of War and the Senior Military Advisor for Cyber Policy. He previously served as the Deputy Director for Combat Support at the National Security Agency’s (NSA) Cybersecurity Directorate.

A career intelligence and cyber operations professional, Brig. Gen. Wilburn has commanded service and joint formations at the company, battalion, and regimental levels to include 1st Intelligence Battalion, the Marine Corps Intelligence Schools, and the Joint Intelligence Center Central. He deployed in support of Operations JOINT FORGE, BALKAN CALM, AUTUMN SHELTER, UNIFIED ASSISTANCE, ENDURING FREEDOM, and FREEDOM'S SENTINEL.

Brig. Gen. Wilburn’s extensive staff and joint assignments include Executive Officer to the Deputy Commander of USCYBERCOM, Executive Officer to the Director of the Defense Intelligence Agency, Senior Legislative Liaison at the Office of the Director of National Intelligence, Director of the Combined Joint Intelligence Operations Center-Afghanistan, and Director of Plans and Strategy for Joint Task Force Ares.

Brig. Gen. Wilburn earned advanced degrees with distinction in Economics, Strategic Intelligence, Human Relations, National Security Strategy, and Operational Studies.  He also studied national security policy as a MIT Seminar XXI Fellow. Brig. Gen.  Wilburn’s personal decorations include the Defense Superior Service Medal, the Legion of Merit, and the Joint Service Commendation Medal with a "C" device.
