David Lorch is the Director of the Office of Strategic Capital (OSC) at the Department of War, a position he has held since November 2025.

Mr. Lorch also serves as a Senior Advisor to the Deputy Secretary of War, Steve Feinberg. The OSC’s mission is to advance national security interests by providing direct loans and deploying other financial tools to strengthen the U.S. industrial base and supply chains. Prior to his government service, Mr. Lorch was a Managing Director on the Supply Chain and Strategic Opportunities team at Cerberus Capital Management, where he focused on investing in companies developing next-generation technologies to enhance supply chain integrity. He began his career at Cerberus as a member of their Private Equity team.

Mr. Lorch also served as a Managing Director and a member of the investment committee at Kohlberg & Company, a middle-market private equity firm. During his twelve years with the company, he was responsible for executing investments and overseeing a variety of portfolio companies in sectors including healthcare, financial services, business services, and industrials. Mr. Lorch is a graduate of Harvard College.
