Andrew Loomis is the Deputy Assistant Secretary of War for Russia, Ukraine, and Eurasia (RUE) in the Office of the Under Secretary of War for Policy. He is responsible for the defense strategy and policy for countries in the RUE region.
Previously, he served as the Special Advisor for Europe and Russia in the Office of the Vice President, where he planned and prepared the Vice President’s meetings and travel in Europe and worked closely with the National Security Council to implement the White House’s foreign policy objectives in Europe.
Andrew is a career Foreign Service Officer with the Department of State with experience working on Russia and NATO as well as overseas assignments in Rome, Kabul, and Santo Domingo. Before joining the State Department, he worked in the energy industry and was an infantry and intelligence officer in the U.S. Marine Corps, with a deployment to Helmand Province, Afghanistan, as part of Operation Enduring Freedom. Andrew graduated with a degree in Economics from the University of Texas at Austin and a law degree from The George Washington University Law School.
