Brett Armstrong

Deputy Assistant Secretary of War for Defense Continuity and Mission Assurance

 

Brett Armstrong serves as the Deputy Assistant Secretary of War for Defense Continuity and Mission Assurance (DC&MA).  In this role, he is responsible for plans, policies, and leadership support initiatives to assure the Department can execute its core functions, even in the face of asymmetric military threats and severe natural hazards to defense installations and infrastructure.  DC&MA also strengthens such oversight by helping the Secretary of War and other senior leaders integrate a broad range of threat- and component-specific programs, and by building effective partnerships with other Federal Departments and the private sector to build the resilience of external infrastructure essential to defense operations.

From 2013-2025, Mr. Armstrong served as the Senior Advisor and Deputy Associate Administrator for Interagency Programs at the General Services Administration, where he was responsible for supporting the Administrator of the Office of Mission Assurance to coordinate implementation of national security, continuity, disaster response, emergency management, resilience, preparedness and security practices and directives throughout GSA.  In 2025, Mr. Armstrong retired with more than 45 years of civilian and uniformed service to the American people.

Previously, Mr. Armstrong served at the Department of Defense, where he served as the Continuity Advisor to the Director of Administration & Management (DA&M) in the Office of the Secretary of Defense.  In this role, Mr. Armstrong was responsible for coordinating and integrating the $50M Continuity program responsibilities, including Raven Rock Mountain Complex, and ensured the D&AM continuity plans and activities, facility, communications, emergency management, security, and information technology infrastructure and systems managed by DA&M for the Secretary of Defense were mission ready.

Mr. Armstrong retired from the U.S. Army as a Colonel in 2007 after 27 years of active duty.  He was serving in the Pentagon as a Military Assistant (MA) to the Deputy Under Secretary of Defense for Installations & Environment on September 11, 2001, and later served as MA to the DA&M and as Executive Officer to the Acting Under Secretary of the Army.  

Mr. Armstrong is widely travelled and deployed in support of multiple conflicts and operations.  His awards include the Defense Superior Service Medal, Bronze Star Medal, Defense Meritorious Service Medal, and the Meritorious Service Medal (three Oak Leaf Clusters).  He is also the recipient of the Order of Military Medical Merit and the Office of the Secretary of Defense Staff Badge.  

Mr. Armstrong received his M.S. in Radiation Science from Georgetown University and graduated from Texas A&M University with a B.S. in Radiation Protection Engineering.
