Honorable Justin Overbaugh serves as the Deputy Under Secretary of War for Intelligence and Security. In this role, he supports the Under Secretary across all matters related to intelligence, counterintelligence, and security. This includes overseeing defense intelligence and security agencies and shaping policy to advance national security and military operations. Prior to this appointment, Mr. Overbaugh was Chief Operations Officer at a strategy and risk management consulting firm helping clients gain competitive advantage in the insurance sector.
A former U.S. Army Officer, Mr. Overbaugh led an Infantry reconnaissance unit in Afghanistan and Iraq, conducted Human Intelligence collection in austere environments, oversaw strategic counterintelligence operations across the U.S., Europe, and the Middle East, and commanded a U.S. Army Recruiting Battalion. His final military assignment was as Director of Intelligence for a Special Operations-Joint Task Force, which synchronized sensitive, national-level capabilities against great power competitors. His military training includes Ranger, Airborne, Air Assault, Pathfinder, and Survival, Escape, Resistance, and Evasion schools, as well as the Defense Intelligence Agency’s Advanced Foreign Counterintelligence Operations course.
Mr. Overbaugh holds graduate degrees from the Naval Postgraduate School (M.S. in Defense Analysis/Irregular Warfare) and the U.S. Naval War College (M.A. in National Security and Strategic Studies). His military awards and decorations include the Legion of Merit, two Bronze Stars with “V” device, the Global War on Terrorism Expeditionary Medal with Arrowhead device, and the Combat Infantryman’s Badge. He is also the recipient of the 2014 National Counterintelligence Executive Counterintelligence Operations Award.
