General Dynamics Electric Boat Corp., Groton, Connecticut, was awarded a $15,383,494,792 cost-plus-incentive-fee and cost-plus-fixed-fee modification to a previously awarded contract (N00024-17-C-2117) for additional Columbia-class ballistic missile submarines design, class lead yard support and sustainment, integrated enterprise plan initiatives for the class, and submarine industrial base supplier development enhancement efforts to support Columbia-class ballistic missile submarine program execution. The industrial base development work is for the furtherance of the Navy’s plan of serial production of Columbia- and Virginia-class attack submarines. Fiscal 2026 national sea-based deterrence fund funds in the amount of $3,068,073,260 (95%); fiscal 2025 maritime industrial base funds in the amount of $74,000,000 (2%); fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $73,214,000 (2%); and fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $2,837,000 (<1%), will be obligated at the time of award, of which $3,144,910,260 will expire at the end of the current fiscal year. Advanced Technology International, Summerville, South Carolina, is awarded an indefinite-delivery/indefinite-quantity contract for the Manufacturing Technology (ManTech) Composites Manufacturing Technology Center of Excellence VI. This contract provides for the operation and management of the Composites Manufacturing Technology Center of Excellence (the Center) in its mission to identify, develop, and facilitate the transition of composite, polymeric, and other non-metallic manufacturing technologies to composites fabricators and other relevant industrial facilities to reduce the cost and time to build and repair key naval platforms. In addition to accomplishing the Center’s core mission, the contractor shall manage, operate, sustain and enhance the Center’s ability to function as an Office of Naval Research (ONR) ManTech Center of Excellence. Work will be performed in Summerville, South Carolina, and is expected to be completed in June 2036. The total cumulative value of this contract is $349,000,000. Two task orders will be awarded after release of the contract. The first and second task orders will be funded with an initial obligation of $375,000 and $310,000, respectively, from fiscal 2026 research, development, test and evaluation (Navy) funds. L3Harris Interstate Electronics Corp., Anaheim, California, is awarded a $77,818,794 cost reimbursable and firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract is for the sustainment of the kineto tracking mount including all associated subassemblies and subsystems that are utilized by Department of Defense, Department of Energy, and NASA test ranges for the collection of precision optical time space position information data and is expected to be complete by March 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This effort was procured competitively, with only one offer received. Global Connections to Employment Inc., an AbilityOne company, Pensacola, Florida, is being awarded $18,019,905 for full food services and mess attendant services in support of Commander, Navy Region Southeast. The services include preparing, serving, and replenishing food; cleaning facilities, equipment, and utensils; preparation of all salads and fruits; and operation of sculleries. The contract includes a one-year base period of performance and four one-year option periods pursuant to Federal Acquisition Regulation 52.217-9 which, if all options are exercised, would bring the cumulative value of this contract to $99,845,457.
