AIR FORCE

Lockheed Martin Rotary and Mission Systems, Orlando, Florida, was awarded a $1,900,000,000 indefinite-delivery/indefinite-quantity contract for C-130J Maintenance and Training System (JMATS) IV. This contract provides for the continuation of production, modernization, sustainment, and support, via the Training System Support Center of C-130J Aircrew Training Devices, Maintenance Training Devices, and Maintenance and Aircrew Training System. Work will be performed at Little Rock Air Force Base, Arkansas; Dyess AFB, Texas; Marine Corps Air Station Cherry Point, North Carolina; Marine Corps Air Station Kaneohe Bay, Hawaii; Coast Guard Air Station Elizabeth City, North Carolina; Quonset Point Air National Guard, Rhode Island; Keesler Air Force Base, Mississippi; Marine Corps Air Station Miramar, California; Naval Air Station Joint Reserve Base Fort Worth, Texas; Ramstein Air Base, Germany; Yokota Air Base, Japan; and Marine Corps Air Station Iwakuni, Japan, and is expected to be completed by Feb. 28, 2039. The JMATS IV contract will be composed of one five-year base ordering period and one five-year option period, with an additional three years for the completion of all deliveries. Fiscal 2026 operations and maintenance funds in the amount of $1,000 per for the initial task order are being obligated at the time of award. R4-Integration, Fort Walton Beach, Florida, was awarded a $74,000,000 firm-fixed-price contract to procure and integrate the KuKa Beyond Line-of-Sight (BLOS) Communication Suite into HC-130J aircraft. This contract provides for the purchase of 39 KuKa BLOS Communication Suite systems, to include all necessary hardware and software components for integration into the aircraft, integration, and testing of trial kits, followed by production of kits, spares, installation of kits, technical data publications, emergency services, and satellite communication services for both communication bands. Work will be performed at Davis-Monthan Air Force Base, Arizona; Moody AFB, Georgia; Kirtland AFB, New Mexico; Joint Base Elmendorf-Richardson, Alaska; Moffet Federal Airfield, California; Gabreski Air National Guard Base, New York; and Patrick Space Force Base, Florida, and is expected to be completed by June 27, 2030. This contract was a sole source commercial acquisition. Fiscal 2025 Accelerate the Procurement and Fielding of Innovative Technologies procurement funds and National Guard and Reserve Equipment Account funds in the amount of $23,092,379 are being obligated at the time of award. L3Harris Technologies, Integrated Systems L.P., Greenville, Texas, was awarded a $27,737,627 firm-fixed-price contract for the procurement of Programmed Depot Maintenance. This contract provides for Programmed Depot Maintenance in support of the Tactical Airborne Surveillance System program. Work will be performed at Greenville, Texas, and is expected to be complete by Dec. 31, 2029. This award is the result of a sole source acquisition. Foreign Military Sales funds in the amount of $27,737,627 are being obligated at the time of award. Carleton Controls Corp, Carleton, Michigan, has been awarded a $10,600,000 firm-fixed-price 5-year indefinite-delivery/indefinite-quantity contract for Minuteman III Intercontinental Ballistic Missile repairs. This contract provides for the repair of the silo entry control mechanism parts. Work will be performed at Carleton, Michigan, and is expected to be complete by Feb. 23, 2032. This award is the result of a competitive acquisition, and one offer was received. Fiscal 2026 working capital funds in the amount of $717,925 are being obligated at the time of award. Pence Inc., Elizabethtown, Kentucky (W5168W-26-D-A004); Miami Marine Services LLC, Miami, Oklahoma (W5168W-26-D-A005); New Dominion Construction LLC,* Dumfries, Virginia (W5168W-26-D-A006); QBS Inc., Alliance, Ohio (W5168W-26-D-A007); T&T Construction Enterprises LLC, Leitchfield, Kentucky (W5168W-26-D-A008); and TeamGov Inc.,* Hyattsville, Maryland (W5168W-26-D-A009), will compete for each order of the $165,000,000 firm-fixed-price contract for construction services at Fort Knox, Kentucky. This total cumulative face value is $165,000,000. Bids were solicited via the internet with nine received. Work locations and funding will be determined with each order, with an estimated completion date of April 15, 2031. MAR-LEN Environmental Inc.,* Westminster, Maryland, was awarded a firm-fixed-price contract for forest resource compliance and forest resource management support services at Aberdeen Proving Ground. The amount of this action is $16,837,177. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of August 31, 2031. Army Contracting Command, Installation and Technology Division, Aberdeen Proving Ground, Maryland, is the contracting activity (W56ZTN-26-D-A001).

DEFENSE LOGISTICS AGENCY

Renk America LLC, Muskegon, Michigan, has been awarded a maximum $57,607,840 firm-fixed-price contract for diesel engines. This was a sole-source acquisition using justification 10 U.S. Code 3204 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year base contract with one one-year option period being executed at the time of award. The performance completion date is Dec. 24, 2027. Using military service is Army. Type of appropriation is fiscal 2026 Army working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Warren, Michigan (SPRDL1-26-C-0071).

UPDATE: TYMCO Inc.,* Waco, Texas (SPE8EC-26-D-0011, $93,000,000), has been added as an awardee to the multiple award contract for sweeper and scrubber equipment, issued against solicitation SPE8EC-21-R-0002 and awarded Feb. 22, 2022. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania. 

UPDATE: Gaumard Scientific Co. Inc.,* Miami, Florida (SPE2DH-26-D-0009, $15,000,000), has been added as an awardee to the multiple award contract for medical equipment and accessories for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DH-21-R-0002 and awarded Feb. 10, 2022. NAVY

General Electric Aerospace, Lynn, Massachusetts, is being awarded $31,302,761 for a fixed-price, long-term contract with prospective price redetermination for repair support for the T-64 engine. This is a five-year contract with a three-year base contract period and one two-year option period. All work will be performed in Cherry Point, North Carolina. Work is expected to be completed by March 2029 and if the option period is exercised by March 2031. Fiscal 2026 working capital funds in the amount of $6,853,829 will be obligated at the time of award to fund delivery order (N00383-26-F-0U10) that will be awarded concurrently with the contract and funds will not expire at the end of the current fiscal year. One source was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 3204 (a)(1) and one offer was received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-26-D-U101).

Raytheon Co., Tewksbury, Massachusetts, is awarded a cost-plus-fixed-fee contract for the BladeRunner program. The total cumulative value of this contract, including a 24-month period of performance, is $26,842,534. This contract provides for the integration of ultra-wideband, low-latency processing housed in a standardized 6U VPX form-factor with a multi-beam, multi-polarization phased array and system controller to create a system prototype. Work will be performed in McKinney, Texas (48.2%); Tewksbury, Massachusetts (44.3%); and Arlington, Virginia (7.5%). Work is expected to be completed in February 2028. Fiscal 2025 and 2026 research, development, test and evaluation (Navy) funds in the amounts of $450,000 and $225,000, respectively, are obligated at the time of award. Funds in the amount of $450,000 will expire at the end of the current fiscal year. This contract was competitively procured under long range broad agency announcement (BAA) N0001425SB001 entitled "Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology." Since proposals were received throughout the year under the Long-Range BAA, the number of proposals received in response to the solicitation is unknown. The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-26-C-1106).

BlueHalo Labs LLC., Albuquerque, New Mexico, is awarded a $22,813,536 firm-fixed-price and cost reimbursement modification to a previously awarded contract M67854-25-C-0104 for the procurement of Titan SV MPv3 Systems in support of Program Manager Ground Based Air Defense, Organic-Counter small Unmanned Aerial Systems (O-CsUAS). The O-CsUAS is Urgent Statement of Need designed for air self-defense against the sUAS threat. The modification provides for the procurement of additional Titan SV MPv3 Systems and Spare Parts Kits. Work will be performed in Loudon, Virginia (100%). The delivery of supplies will be on or before July 1, 2026. Fiscal 2025 procurement (Marine Corps) funds in the amount of $22,813,536 will be obligated at the time of award. This contract was awarded under the authority of 10 U.S. Code 2304(a)(2) Unusual and Compelling Urgency for other than full and open competition. Marine Corps System Command, Quantico, Virginia, is the contracting activity (M67854-25-C-0104 P00001).

CAE United States of America Inc., Tampa, Florida, is awarded a $19,575,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract to provide logistics and maintenance support for the KC-130J weapon system trainer and the flight training center in support of the government of Kuwait. Work will be performed in West Al Mubarrak, Kuwait, and is expected to be complete by March 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competed. Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N6134026D1005).

Vigor Marine, LLC, Portland, Oregon, was awarded a $17,967,447 firm-fixed-price contract (N3220526C1230) for a 75-calendar day shipyard availability for the mid-term availability of Military Sealift Command's replenishment oiler USNS Guadalupe (T-AO 200). This contract includes a base work package and three unexercised options for additional work and time, which if exercised, would increase the cumulative value of this contract to $21,639,539. Work will be performed in Portland, Oregon, beginning Sept. 20, 2026, and is expected to be completed by Dec. 3, 2026. Fiscal 2026 operation and maintenance (Navy) funds in the amount of $17,957,447 are obligated and will expire at the end of the fiscal year. This contract was competitively solicited via the Governmentwide Point of Entry website and one offer was received. Military Sealift Command, Norfolk, Virginia, is the contracting activity.

Sociedad Española de Montajes Industriales S.A., Madrid, Spain, is awarded a $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for construction services. This contract provides for paving of roads and parking lots, interior and exterior painting of facilities, and inspection and repairs to roofs. Work will be performed at Naval Station Rota, Spain, with an expected completion date of March 2031. The maximum dollar value for the 60-month base ordering period is $15,000,000. Fiscal 2026 operations and maintenance, Navy funds in the amount of $7,667 will be obligated at the time of award to satisfy the minimum guarantee and will expire at the end of the current fiscal year. This contract was competitively procured via SAM.gov website, with three offers received. The Naval Facilities Engineering Systems Command, Europe Africa Central is the contracting activity (N33191-26-D-0001)

Precise Systems Inc., Lexington Park, Maryland, is awarded $14,743,228 modification (P00005) to a previously awarded cost-plus-fixed-fee contract (N0042125C0009). This modification adds scope to provide continued project management, program management, change management, business management, configuration and data management, risk management, foreign military sales efforts associated with the governments of the United Kingdom, Australia, Netherlands, Canada, and Japan, and operations activities support services. Work will be performed in Patuxent River, Maryland, and is expected to be completed in February 2027. Foreign Military Sales customer funds in the amount of $4,103,089 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.
