Contracts For Dec. 23, 2025

AIR FORCE

Lockheed Martin Corp., Marietta, Georgia, has been awarded a ceiling $10,000,000,000 modification (P00014) to previously awarded contract (FA8625-20-D-3000) for C-130J Combined Aircraft Delivery, Development, Integration and Engineering. The contract modification brings the total cumulative face value of the contract to $25,000,000,000 from $15,000,000,000. Work will be performed at Marietta, Georgia, and is expected to be completed by July 16, 2035. This contract involves Foreign Military Sales to Egypt, Australia, New Zealand, France, Philippines, Norway, and Germany. No funding is being obligated at the time of the award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity. There is known congressional interest pertaining to this modification. 
 
Boeing Defense Systems, Oklahoma City, Oklahoma, was awarded a $2,044,005,063 task order, for B-52 Commercial Engine Replacement Program (CERP) Post-Critical Design Review (PCDR) Development. The task order progresses the B-52 CERP program by completing system integration activities after Critical Design Review and modifying and testing two B-52 aircraft with new engines and associated subsystems. The location of performance is Oklahoma City, Oklahoma; San Antonio, Texas; Seattle, Washington; and Indianapolis, Indiana, and work is expected to be complete by May 31, 2033. This effort will be incrementally funded starting with Fiscal 2026 research, development, test, and evaluation funds in the amount of $35,774,115 being obligated at the time of award. Tinker Air Force Base, Oklahoma, is the contracting activity (FA8628-19-D-1000/FA8107-26-F-B001). 

Northrop Grumman Systems Corp., Linthicum Heights, Maryland, was awarded a $59,978,362 cost-plus-fixed-fee contract for research and development. This contract provides support research and development for the VEYRON effort and will develop, fabricate and demonstrate a digital beamforming transceiver Application Specific Integrated Circuit design that integrates supply chain vulnerability mitigation through on chip Root of Security technology components. Work will be performed at Linthicum Heights, Maryland, and is expected to be completed by June 30, 2028. Fiscal 2025 Office of the Secretary of War funds in the total amount of $7,000,000 are being obligated at the time of award. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (FA2377-26-C-B004)

General Atomics Aeronautical Systems Inc., Poway, California, was awarded a $29,939,253 cost-plus fixed fee and firm-fixed priced option year award for Belgium MQ-9B SkyGuardian remotely piloted aircraft systems contract logistics support. This contract provides logistics support activities including depot repair, engineering services, field team support and software maintenance services for the Belgium Ministry of Defense. Work will be performed at Poway, California, and is expected to be completed by Dec. 31, 2026. This contract involves Foreign Military Sales (FMS) to Belgium. This contract was a sole source acquisition. FMS funds in the amount of $29,939,253 will be obligated at the time of award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting authority (FA8689-24-C-2025 P00009). 
 
Ansys Government Initiatives LLC, Exton, Pennsylvania, was awarded a $24,490,415 firm-fixed price contract for Distributed Synthetic Training Environment Evolution and Prototyping. This contract provides for the development, integration, and delivery of an innovative prototype capability in support of the U.S. Space Force, Space Systems Command, System Delta 81. The location of performance is at Exton, Pennsylvania. The work is expected to be completed by June 22, 2027. This award is the result of a competitive acquisition, and 47 offers were received.  Fiscal 2026 research, development, test and evaluation funds in the amount of $12,393,240 are being obligated at the time of award. Space Systems Command, Peterson Space Force Base, Colorado, is the contracting activity. (FA255326CB001).  

ARMY

Al Ghanim Combined Group Co. Gen. Trad. & Cont. WLL, Hawally, Kuwait, was awarded a $50,000,000 firm-fixed-price contract to provide sustainment, restoration and modernization support for minor military construction. Bids were solicited via the internet with 14 received. Work locations and funding will be determined with each order. The estimated completion date is Dec. 23, 2031. U.S. Army Corps of Engineers, Transatlantic Expeditionary District is the contracting activity (W5J9JE-26-D-A001).

Northrop Grumman Systems Corp., McLean Virginia, was awarded a $24,937,150 cost-no-fee, cost-plus-fixed-fee contract for Air and Missile Defense Workstation Block VII Maintenance and Integrated Air and Missile Defense Integrated Battle Command System. Work locations and funding will be determined with each order, with an estimated completion date of June 22, 2028. Army Contracting Command, Redstone Arsenal Alabama, is the contracting activity (W31P4Q-25-F-0103).

American Ordnance LLC, Middletown, Iowa, was awarded a $14,970,440 firm-fixed-price contract, with a total cumulative face value of $29,940,880, for new facility construction. Work locations and funding will be determined with each order. The estimated completion date is Sept. 30, 2028. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W519TC-26-F-0007).

DigiFlight Inc., Columbia, Maryland, was awarded a $9,084,592 modification (P00095) to contract W31P4Q-19-F-E002 for integrated logistics services. Work locations and funding will be determined with each order, and the estimated completion date is March 31, 2026. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

NAVY

Raytheon Technologies, Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $384,053,342 fixed-price incentive modification (P00008) to contract (N0001925C0071). This modification definitized the contract for a total of $785,252,894 obligated and adds scope to procure 219, for a total of 350, Block V Tactical Tomahawk All Up Rounds and other hardware and related services for Navy, Army, Marine Corps, and two Foreign Military Sales (FMS) customers. Work will be performed in Tucson, Arizona (17.7%), East Camden, Arkansas (14.2%), Pontiac, Michigan (13.6%), Huntsville, Alabama (7.4%), Joplin, Missouri (4.9%), Clearwater, Florida (4.5%), Anniston, Alabama (3.4%), Vergennes, Vermont (3.4%), Spanish Fork, Utah (3.3%), El Segundo, California (3.1%), Glenrothes Fife, United Kingdom (2.9%), Middletown, Connecticut (2.6%), Dublin, Georgia (2.5%), Midland, Canada (1.8%), Boulder, Colorado (1.1%), Minneapolis, Minnesota (1%), Carpentersville, Illinois (1%), and various CONUS locations each under 1% (11.6%) and is expected to be completed in January 2029.  Fiscal 2026 operations and maintenance (Navy) funds in the amount of $49,678; Fiscal 2025 weapon procurement (Navy) funds in the amount of $47,710,970; Fiscal 2024 missile procurement (Army) funds in the amount of $81,991,440; Fiscal 2025 missile procurement (Army) funds in the amount of $41,957,434; Fiscal 2025 procurement (Marine Corps) funds in the amount of $82,319,154 and FMS military sales funds in the amount of $499,524,218 will be obligated at the time of award, $144,804,000 of which will expire at the end of the current fiscal year. This contract was not competed. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Raytheon Co., Tucson, Arizona, was awarded a $104,063,252 cost-plus-fixed-fee contract for technical and design agent engineering in support of the Evolved SeaSparrow Missile and NATO SeaSparrow Missile Systems programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $884,909,374. This contract combines purchases for the U.S. Navy (36%) and the governments of Australia, Belgium, Canada, Denmark, Germany, Greece, Netherlands, Norway, Portugal, Spain, Türkiye under Memorandum of Agreements (59%) and the governments of Chile, Finland, Japan, Korea, Thailand and UAE under the Foreign Military Sales (FMS) program (5%). Work will be performed in Tucson, Arizona (80%), Portsmouth, Rhode Island (19%), and various other locations each less than 1% (total 1%), and is expected to be completed by Dec. 31, 2026. If all options are exercised, work will continue through December 2030. Fiscal 2026 other customer funds in the amount of $21,894,011 (56%); Fiscal 2026 weapons procurement (Navy) in the amount of $8,506,652 (22%); Fiscal 2026 other procurement (Navy) in the amount of $3,257,606 (8%); Fiscal 2026 operations and maintenance (Navy) in the amount of $2,166,820 (6%);  Fiscal 2026 FMS (Chile, Finland, Japan, Korea, Thailand, UAE) funds in the amount of $1,802,847 (5%); Fiscal 2025 other customer Funds in the amount of $1,096,855 (3%); Fiscal 2026 research, development, test, and evaluation (Navy) $312,000 (<1%); Fiscal 2022 other customer funds in the amount of $260,000 (<1%) were obligated at time of award, of which $2,166,820 will expire at the end of the current fiscal year. This contract is awarded on a sole-source basis pursuant to 10 U.S. Code 3204(a)(4). Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-26-C-5434). This contract was awarded Dec. 19, 2025.  

Raytheon Missile and Defense, Tucson, Arizona, was awarded a $146,205,116 firm-fixed-price contract to procure material, fabricate parts, assemble, test, and deliver Rolling Airframe Missile (RAM) Block 2B Guided Missile Round Pack. This contract includes options which, if exercised, would bring the cumulative value of this contract to $275,998,032. This contract combines purchases for the U.S. Navy (58%) and the Government of Japan (42%) under the Foreign Military Sales (FMS) program. Work will be performed in, Ottobrunn, Germany (42%); Tucson, Arizona (31%); Keyser, West Virginia (11%); Glenrothes Fife, Great Britan (10%); Cincinnati, Ohio (1%), and various other U.S. locations each under 1% (5%) and is expected to be completed by July 2028. If all options are exercised, work will continue through February 2030.  Fiscal 2026 weapons procurement (Navy) funds in the amount of $84,685,496 (58%); and FMS (Japan) funds in the amount of $61,519,619 (42%) were obligated at the time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a) (4), International Agreement. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-26-C-5403). This action was awarded on Dec. 19, 2025.

L3Technologies Inc., Goleta, California, is awarded a $52,969,729 modification (P00013) to a previously awarded firm-fixed-price contract (N6134021C0023). This modification exercises options to procure, produce, and test the trunk cables, cable termination, and in-water subsystem for the shallow-water training ranges at Southern California Anti-Submarine Warfare Range. Work will be performed in Tanner Bank, California (92%) and Goleta, California (8%) and is expected to be completed in May 2030. Fiscal 2026 other procurement (Navy) funds in the amount of $52,969,729 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The contract being modified was competed. Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.

General Dynamics Mission Systems, Manassas, Virginia, is awarded a $27,323,934 cost-plus-fixed-fee modification to a previously awarded contract (N00024-24-C-6101) to exercise options for U.S. Navy engineering design, development, travel, and supporting material to support Sound Navigation and Ranging systems. Work will be performed in Manassas, Virginia, and is expected to be completed by Jan. 30, 2029. Fiscal 2024 shipbuilding and conversion (Navy) funds in the amount of $904,021 (60%); Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $356,000 (24%); Fiscal 2026 other procurement (Navy) funds in the amount of $200,167 (13%); and Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $44,703 (3%), will be obligated at time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hamilton Sundstrand Corp., Rockford, Illinois, is being awarded $20,138,488 for firm-fixed-price delivery order (N00383-26-F-ZQ00) under a previously awarded long-term contract (N00383-21-D-ZQ01) for the procurement of 258 generators in support of Navy V-22 aircraft. The delivery order does not include an option provision. All work will be performed in Rockford, Illinois, and is expected to be completed by April 2031. Fiscal 2026 working capital funds (Navy) in the amount of $20,138,448 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S.C. 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. 

General Dynamics Information Technology Inc., Falls Church, Virginia, is being awarded a $12,584,393 firm-fixed-price, indefinite-delivery/indefinite quantity contract for the management, technical services, labor, material, support services, equipment, and facilities to accomplish repair and refurbishment of MK-41 Vertical Launch Systems (VLS) on board U.S. Navy and/or other military type vessels. This contract includes options and if all options are exercised the total value will be $25,542,731. Work will be primarily performed within a 50-mile radius of Norfolk, Virginia, and is expected to be completed by Dec. 23, 2026. If all options are exercised, work will continue until Dec. 23, 2027. Fiscal 2026 operations and maintenance (Navy) funds in the amount of $2,000 will be obligated for the minimum guarantee and will expire at the end of the current fiscal year. This contract was procured as full and open competition via the System for Award Management website with two offers received. Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity. (N50054-26-D-0007)

DEFENSE LOGISTICS AGENCY

Derco, Lockheed Martin Co., Milwaukee, Wisconsin, has been awarded a maximum $209,155,768 firm-fixed-price and firm-fixed-price with economic-price-adjustment, requirements contract for C-130 weapon system supplies. This was a sole-source acquisition using justification 10 U.S. Code 3204 (c)(1), as stated in Federal Acquisition Regulations 6.302-1. This is a five-year base contract with one five-year option period. The performance completion date is Dec. 31, 2030. Using military services are Air Force, Navy and other federal agencies. Type of appropriation is Fiscal 2026 through 2030 defense appropriated funds and working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Richmond, Virgina (SPE4AX-26-D-9401).

Northrop Grumman Systems Corp., Oklahoma City, Oklahoma, has been awarded an estimated $64,111,631 delivery order (SPRTA1-26-F-0034) and modification (P00015) to a four-year subsumable base contract (SPRTA1-19-D-0001) with one five-year option period for additional pricing for the manufacture and production of B-2 forward duct assemblies. This is a hybrid firm-fixed-price, indefinite-quantity contract. Location of performance is Utah, with a March 31, 2031, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2026 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support, Tinker Air Force Base, Oklahoma.

Teva Pharmaceuticals USA Inc., Parsippany, New Jersey, has been awarded a maximum $46,087,497 modification (P00009) exercising the third one-year option period of a five-year base contract (SPE2DP-20-D-0002) with five one-year option periods for adenovirus type 4 and type 7 vaccines. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a firm-fixed-price, indefinite delivery/indefinite-quantity contract. The ordering period end date is Dec. 31, 2027. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2026 through 2027 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Cottonwood Inc.,** Lawrence, Kansas, has been awarded a maximum $44,370,000 firm-fixed-price, indefinite-quantity contract for aircraft cargo tie down straps. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(5), as stated in Federal Acquisition Regulation 8.7. This is a five-year contract with no option periods. The performance completion date is Dec. 22, 2030. Using military services are Air Force, Army, Navy and Marine Corps. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. Intertrade Limited, Cedar Rapids, Iowa, has been awarded a maximum $9,272,637 firm-fixed-price contract for F-16 generator controls. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a four-year contract with no option periods.
