Performing the Duties of Executive Director Office of Information Operations Policy Office of the Secretary of War (Policy)

 

Kennan F. Hedrick is Performing the Duties of the Executive Director for Information Operations Policy in the Office of the Secretary of War (OSW) Policy.

Mr. Hedrick leads teams responsible for developing DoW information operations strategy and policy, leading adversary and capability influence guidance, managing the Strategic Information Oversight Board, and overseeing the $225 million information operations budget.  Mr. Hedrick previously served as the Principal Director for Information Operations Policy.  During the summer of 2025, Mr. Hedrick took temporary leave from this position to serve on the National Defense Strategy Team, where he led the strategy’s force employment and implementation guidance. 

Prior to joining Information Operations Policy, Mr. Hedrick served as Director for Global Posture Policy in OSW Policy, where he was responsible for leading the 2021 Global Posture Review, developing DoW’s strategic guidance for global posture, leading policy recommendations on adjustments to posture and programmatic resources, and coordinating posture-related engagements with the interagency, Congress, and allies and partners.  He played a key role in developing the 2022 National Defense Strategy and the 2023 Guidance for Employment of the Force.  

Mr. Hedrick previously held positions in OSW Policy covering Iraq, Syria, Japan, and Russia along with external assignments in the Joint Staff and U.S. Department of State.  Mr. Hedrick serves as a Foreign Area Officer in the Army Reserve and previously served as an active-duty field artillery officer in Germany and Afghanistan.  Mr. Hedrick is a Term Member with the Council on Foreign Relations.  He holds a BA in Peace, War, & Defense from UNC Chapel Hill, a MA in International Affairs from The George Washington University, and a MA in National Security Strategy from the National War College.
