Jeffrey D. Singleton

Principal Director for Science and Technology Futures in the Office of the Under Secretary of War for Research and Engineering

 

Mr. Jeffrey D. Singleton is the Principal Director for Science and Technology Futures in the Office of the Under Secretary of War for Research and Engineering. He provides direction for research and development across key emerging technology portfolios, including scaled hypersonics, biomanufacturing, counter-unmanned systems, positioning/navigation/timing, future-generation wireless, munitions, human systems, and nuclear delivery systems technology. He also manages S&T programs and policies related to advanced materials, manufacturing technology, sustainment, and technology transfer. As the United States head of delegation to the NATO Science and Technology Board, Mr. Singleton also represents the broader U.S. research and technology enterprise to the nation’s allies.

Mr. Singleton was selected for the Senior Executive Service in January 2017, serving as the Director for Technology in the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology. He began his career as a research engineer with the Department of the Army, specializing in analytical and experimental rotorcraft aeroelasticity, aeromechanics, dynamics, and structural mechanics. His background in science and technology investigation and oversight spans more than three decades of fundamental research, advanced technology development, and acquisition. 

Mr. Singleton earned his bachelor of science in aerospace engineering from West Virginia University, where he graduated magna cum laude in 1984, and his master of science in aerospace engineering from the Georgia Institute of Technology in 1988, specializing in rotorcraft aeroelasticity.

Mr. Singleton is a recipient of the American Helicopter Society International Howard Hughes Award as lead engineer for the Army/NASA/Bell Quad Tiltrotor Aeroelastic Test Team, given in recognition of an outstanding improvement in fundamental helicopter technology. He also received the Department of the Army Superior Civilian Service Award and the Army Research Laboratory Honorary Award for Leadership and has been inducted into the West Virginia University Academy of Distinguished Alumni of Mechanical and Aerospace Engineering. Mr. Singleton has authored more than 80 invited presentations, scientific conference publications, and journal articles.
