Factoring in inflation . 03:20.661 --> 03:22.800 This is a real dollar cut . Our national 07:52.429 --> 07:54.318 security is supported through our 07:54.318 --> 07:56.600 entire budget which includes health 07:56.609 --> 07:59.899 care , education , transportation , and 07:59.910 --> 08:02.679 not just the defense budget growing our 08:02.690 --> 08:06.600 technological superiority in the air 08:06.609 --> 08:09.649 and space domain are also critical and 08:09.660 --> 08:11.771 it is as important as ever to educate 08:11.779 --> 08:13.730 and train the next generation of 08:13.739 --> 08:16.970 mathematicians , physicists , 08:16.980 --> 08:19.510 aeronautical engineers and computer 08:19.519 --> 08:22.239 scientists . In addition , Congress set 08:22.250 --> 08:24.450 the department's hiring a new start 08:25.149 --> 08:29.040 schedules six months back by enacting a 08:29.100 --> 08:32.250 final appropriations bill in March . We 08:32.260 --> 08:34.650 must do better to break the cycle of 08:34.659 --> 08:37.479 continuing resolutions . And I turn to 08:37.489 --> 08:39.211 the budget at hand now and the 08:39.211 --> 08:41.929 modernization which we know is a key 08:41.940 --> 08:44.169 theme for the Department of Air Force . 08:44.260 --> 08:46.489 It's concerning that several Air Force 08:46.500 --> 08:50.140 programs are still struggling F-35 08:50.150 --> 08:52.619 deliveries are delayed along with an 08:52.630 --> 08:54.700 associated plant repair and 08:54.710 --> 08:57.789 infrastructure projects . Mr Secretary , 08:57.799 --> 09:00.309 we have discussed this several times in 09:00.320 --> 09:02.719 conversations now and I hope that it's 09:02.729 --> 09:05.739 been resolved , it needs to be resolved , 09:05.750 --> 09:07.861 it needs to be resolved immediately . 09:08.059 --> 09:09.979 The sentinel program is under a 09:09.989 --> 09:12.359 critical review because of time delays 09:12.369 --> 09:16.059 and major cost overruns . So I've been visited the 58:17.517 --> 58:19.739 contractors involved in the maintenance 58:19.739 --> 58:21.683 of the T 38 and it's just , it's a 58:21.683 --> 58:23.850 constant struggle to try to keep those 58:23.850 --> 58:26.072 airplanes flying and get people through 58:26.072 --> 58:27.906 the pipeline . Um , we are using 58:27.906 --> 58:30.128 bonuses very effectively . The Congress 58:30.128 --> 58:29.879 just gave us the authority to increase 58:29.889 --> 58:32.320 our bonuses for , for pilot retention . 58:32.330 --> 58:34.497 And I think that's , that was just put 58:34.497 --> 58:36.108 in place .
