I'm also pleased to 03:54.771 --> 03:56.938 see significant requests for auxiliary 03:56.938 --> 03:59.160 and support vessels including submarine 03:59.160 --> 03:58.800 tenders , oilers , and strategic sea 03:58.800 --> 04:02.240 lift . It is not possible to revitalize 04:02.240 --> 04:04.296 the US maritime industrial base with 04:04.296 --> 04:06.462 combatant vessels alone , and I'm glad 04:06.462 --> 04:08.462 to see that the subcommittee's long 04:08.462 --> 04:10.184 held belief , uh , in terms of 04:10.184 --> 04:12.184 supporting this end of the fleet is 04:12.184 --> 04:14.296 finally getting , uh , traction . The 04:14.296 --> 04:16.462 robust request for 12 P-8s is a needed 04:16.462 --> 04:18.629 boost . P8s are critical assets to our 04:18.629 --> 04:20.796 navy and also , uh , to those , to our 04:20.796 --> 04:22.907 allies and partners , uh , who helped 04:22.907 --> 04:24.962 defend our homeland from adversaries 04:24.962 --> 04:27.073 subsea capabilities . The recent news 04:27.073 --> 04:30.559 that news . Of the PMMQ 25A completed 04:30.559 --> 04:32.726 milestone C and we'll move the program 04:32.726 --> 04:35.559 to production and deployment also is um 04:35.559 --> 04:37.890 welcome news and is gonna really help 04:37.890 --> 04:40.057 uh the Navy with a more diverse aerial 04:40.057 --> 04:42.223 refueling options and greatly improved 04:42.223 --> 04:46.059 naval aviation readiness . As I said at 04:46.059 --> 04:48.170 the outset , the entire Department of 04:48.170 --> 04:51.619 the Navy's , uh , shipbuilding , 38.8 04:51.619 --> 04:53.609 billion is locked behind the 04:53.609 --> 04:55.980 administration's insistence on using a 04:55.980 --> 04:58.260 reconciliation process for again , the 04:58.260 --> 05:00.593 total budget in the , in the department , 05:00.619 --> 05:03.459 uh , which is 1.5 trillion , uh , 350 05:03.459 --> 05:05.181 billion of that is going to be 05:05.181 --> 05:07.279 reconciliation . This bifurcated 05:07.279 --> 05:09.709 funding in FY 26 created a lot of 05:09.709 --> 05:11.820 confusion last year in the industrial 05:11.820 --> 05:13.931 base because the Office of Management 05:13.931 --> 05:15.820 and Budget , which has unfettered 05:15.820 --> 05:17.820 control over that money rather than 05:17.820 --> 05:20.042 appropriated congressional line items , 05:20.042 --> 05:21.876 it has also come to my attention 05:21.876 --> 05:24.042 yesterday that there was concern about 05:24.042 --> 05:25.987 a potential ambiguity in the FY 26 05:25.987 --> 05:27.876 appropriation language and how it 05:27.876 --> 05:29.598 relates to FYA 24's multi-year 05:29.598 --> 05:31.598 authorization , uh , for , uh , the 05:31.598 --> 05:33.598 Block 6 contract . This last minute 05:33.598 --> 05:35.709 development is yet another example of 05:35.709 --> 05:37.209 the need to follow regular 05:37.209 --> 05:39.431 appropriations order and authorizations 05:39.431 --> 05:41.390 order and stop relying on CRs and 05:41.390 --> 05:44.160 reconciliation packages which again 05:44.160 --> 05:46.339 because of the confusion can allow 05:46.519 --> 05:49.149 boilerplate language to suddenly create 05:49.149 --> 05:51.559 some new challenges and and concerns 05:51.559 --> 05:53.809 and I will be asking uh the witness , 05:53.880 --> 05:55.760 uh , Mr . In in reconciliation , I also 06:28.600 --> 06:30.711 disagree with the decision to procure 06:30.711 --> 06:32.878 only one Arley Burke destroyer , which 06:32.878 --> 06:35.100 is a staple of our fleet . Um , and the 06:35.100 --> 06:36.989 battleship , uh , again , which I 06:36.989 --> 06:39.156 talked about last week has gone from a 06:39.156 --> 06:41.100 poster board to $1 billion in this 06:41.100 --> 06:43.322 year's budget request , $610 million of 06:43.322 --> 06:45.489 which is going towards long lead items 06:45.489 --> 06:47.656 and outfitting despite not even having 06:47.656 --> 06:49.767 a design anywhere close to finished . 06:49.767 --> 06:51.989 And again , seeing , uh , a , a request 06:51.989 --> 06:54.044 in that fit up for year two of $17.6 06:54.044 --> 06:56.000 billion for this program .
