And if we neglect 00:44.012 --> 00:45.790 those investments , it puts our 00:45.790 --> 00:47.901 communities and our nation in serious 00:47.901 --> 00:50.012 danger from threats like droughts and 00:50.012 --> 00:52.346 floods and power outages and a lot more . 00:52.346 --> 00:54.457 Just looking at the Howard Hansen Dam 00:54.457 --> 00:56.849 in my state last year during historic 00:56.849 --> 00:59.319 flooding , it stored record amounts of 00:59.319 --> 01:02.064 water , stopping about 5 ft of . Uh , 01:02.084 --> 01:04.364 flooding in Auburn and protected 01:04.364 --> 01:06.642 communities in Kent , Renton , Tequila , 01:06.642 --> 01:08.864 and elsewhere . When the Green River 01:08.864 --> 01:11.635 levee breached on December 15th , the 01:11.635 --> 01:14.525 Corps was there to reduce the dam flows 01:14.525 --> 01:17.014 within hours and deployed personnel and 01:17.014 --> 01:19.044 resources alongside our King County 01:19.044 --> 01:21.764 crews and managed the careful return to 01:21.764 --> 01:24.525 normal operations . That is exactly the 01:24.525 --> 01:27.114 kind of rapid , coordinated technical 01:27.114 --> 01:29.644 response that only the Corps can 01:29.644 --> 01:32.599 provide . But Trump wants to slash 01:32.599 --> 01:34.655 funding for the Corps in this budget 01:34.655 --> 01:36.877 and zero out funding for work on Howard 01:36.877 --> 01:38.877 Hansen . Now , fortunately , in our 01:38.877 --> 01:41.099 last funding bill , Chair Kennedy and I 01:41.099 --> 01:43.155 worked together to reject those cuts 01:43.155 --> 01:45.321 and others and made strong investments 01:45.321 --> 01:47.321 in the Army Corps and the Bureau of 01:47.321 --> 01:49.321 Reclamation . Howard Hansen got the 01:49.321 --> 01:51.155 funding it needed to keep moving 01:51.155 --> 01:53.210 forward , as did the Yakima Bay . An 01:53.210 --> 01:55.099 integrated plan , which is really 01:55.099 --> 01:57.595 crucial to securing reliable water 01:57.595 --> 01:59.817 access for a lot of our farmers and our 01:59.817 --> 02:02.039 communities in my state . But we've got 02:02.039 --> 02:04.262 a lot more work to do on those projects 02:04.262 --> 02:06.484 and others , and unfort unfortunately , 02:06.484 --> 02:08.373 we now have more cuts to reject . 02:08.373 --> 02:10.539 Because this budget shows Trump didn't 02:10.539 --> 02:12.484 learn his lesson , he has proposed 02:12.484 --> 02:14.484 reckless cuts all so he can blow an 02:14.484 --> 02:16.679 extra $0.5 trillion or more . His 02:16.679 --> 02:19.300 budget would slash the Bureau of Rec by 02:19.300 --> 02:22.160 5% , 5% , and that's without 02:22.160 --> 02:23.827 considering the fact that the 02:23.827 --> 02:25.960 infrastructure cliff , uh we are 02:25.960 --> 02:28.399 barreling . Towards this fall . Over 02:28.399 --> 02:30.479 the past 5 years , funding from that 02:30.479 --> 02:32.960 bipartisan infrastructure law provided 02:32.960 --> 02:35.779 nearly half of all reclamation funding , 02:36.039 --> 02:38.279 and that well is drying up . And if we 02:38.279 --> 02:40.279 don't act , crucial water resources 02:40.279 --> 02:42.720 will dry up next , along with funding 02:42.720 --> 02:44.919 for a lot more , so much else . 02:45.889 --> 02:48.000 Meanwhile , Trump's budget would also 02:48.000 --> 02:50.000 slash funding for the Army Corps by 02:50.000 --> 02:51.850 more than 1/3 . The construction 02:51.850 --> 02:53.850 account would get chopped almost in 02:53.850 --> 02:56.210 half . We're talking about an enormous 02:56.210 --> 02:58.080 backlog of Army Corps projects , 02:58.330 --> 03:00.163 deferred construction , critical 03:00.163 --> 03:02.729 repairs that these cuts would abandon , 03:03.089 --> 03:05.210 work we cannot delay without rolling 03:05.210 --> 03:07.432 the dice and leaving communities facing 03:07.432 --> 03:09.720 unacceptable risks , deadly floods , 03:10.000 --> 03:11.944 harsh . Droughts , and that is not 03:11.944 --> 03:14.759 hypothetical . This is the 4th year in 03:14.759 --> 03:16.981 a row we've had a drought in Washington 03:16.981 --> 03:18.926 state , and we are not alone . The 03:18.926 --> 03:21.919 Colorado River Basin is 26 years into a 03:21.919 --> 03:24.520 mega drought and maybe and just maybe 03:24.520 --> 03:26.919 having its worst year on record right 03:26.919 --> 03:29.639 now . In Texas , Corpus Christi is 03:29.639 --> 03:32.020 staring down a full on water crisis , 03:32.240 --> 03:34.839 and this is not the time to slash water 03:34.839 --> 03:37.070 projects . In addition to the threat of 03:37.070 --> 03:39.237 Trump's proposed cuts , the Army Corps 03:39.350 --> 03:41.589 has been rocked by Trump's staffing 03:41.589 --> 03:43.630 cuts . He has decimated the Corps 03:43.630 --> 03:47.470 workforce , a 12% loss since 2024 , and 03:47.470 --> 03:50.270 meanwhile , uh , hiring has been frozen . 03:50.690 --> 03:52.634 You , you just can't keep up , let 03:52.634 --> 03:54.523 alone accelerate projects , while 03:54.523 --> 03:56.830 sending engineers and project managers 03:56.839 --> 03:58.910 packing . And if funding cuts and 03:58.910 --> 04:01.132 staffing shortages weren't bad enough , 04:01.132 --> 04:03.350 there's also the rampant blatant 04:03.350 --> 04:06.149 political sabotage . After zeroing out 04:06.149 --> 04:08.350 funding for blue states like mine last 04:08.350 --> 04:10.869 May , the Trump administration paused 04:10.869 --> 04:14.110 over $11 billion for Army Corps 04:14.110 --> 04:16.221 projects in blue states and cities in 04:16.221 --> 04:18.875 October . Communities . Got frozen out 04:19.214 --> 04:21.334 simply because of who they voted for 04:21.614 --> 04:23.725 and incredibly we have yet to receive 04:23.725 --> 04:26.614 any comm communication on whether those 04:26.614 --> 04:28.614 projects are going to now be moving 04:28.614 --> 04:31.015 forward . We need transparency and we 04:31.015 --> 04:33.494 need basic fairness , but we're all 04:33.494 --> 04:35.661 getting all we're getting right now is 04:35.661 --> 04:37.605 a runaround from all of you in the 04:37.605 --> 04:39.839 Pentagon . And I have to mention the 04:39.839 --> 04:42.040 Harbor Maintenance Trust Fund . Trump 04:42.040 --> 04:44.207 wants to shortchange that fund by over 04:44.207 --> 04:48.040 $1.8 billion and shortchange donor 04:48.040 --> 04:50.549 and energy transfer ports like we have 04:50.549 --> 04:52.660 in Washington State . So , I want you 04:52.660 --> 04:54.771 all to know I'm gonna make sure we do 04:54.771 --> 04:56.993 fully fund the Harbor Maintenance Trust 04:56.993 --> 04:58.993 Fund and make sure that states like 04:58.993 --> 05:01.105 mine get their fair share . That goes 05:01.105 --> 05:03.105 for the rest of the budget too . We 05:03.105 --> 05:05.160 cannot let Trump open the floodgates 05:05.160 --> 05:07.049 for defense contractors while our 05:07.049 --> 05:09.119 families and our farmers barely get 05:09.119 --> 05:11.359 anything . I will not let him zero out 05:11.359 --> 05:13.359 projects like the Howard Hansen Dam 05:13.359 --> 05:15.820 that is so critical to keep keeping 05:15.959 --> 05:19.309 people safe . Uh , in 10:26.929 --> 10:29.040 addition , as we're looking at CUCA , 10:29.040 --> 10:31.169 uh , the FY 2027 budget requests 17 10:31.169 --> 10:33.289 million for the Central Utah Project 10:33.289 --> 10:35.570 Completion Act , uh , really focused on 10:35.570 --> 10:37.737 construction of the Utah Lake drainage 10:37.737 --> 10:39.792 basin and delivery system , which is 10:39.792 --> 10:41.848 the final component of the project , 10:41.848 --> 10:43.570 and , and the funding supports 10:43.570 --> 10:45.403 construction of the Spanish Fork 10:45.403 --> 10:47.181 pipeline and design of the Mona 10:47.181 --> 10:48.903 pipeline . Uh , I also want to 10:48.903 --> 10:51.126 highlight with the FOYI 2027 budget and 10:51.126 --> 10:53.181 the reclamation continues to utilize 10:53.181 --> 10:55.126 those existing resources , uh , to 10:55.126 --> 10:57.348 support its water supply management and 10:57.348 --> 10:59.237 conservation activities . Uh , in 10:59.237 --> 11:01.459 addition , we had the One Big Beautiful 11:01.459 --> 11:03.681 Bill Act , which was signed into law by 11:03.681 --> 11:05.903 President Trump that provided a billion 11:05.903 --> 11:05.830 dollars to reclamation for construction 11:05.830 --> 11:07.719 of water storage . And conveyance 11:07.719 --> 11:09.497 facilities . Uh , and to date , 11:09.497 --> 11:11.775 reclamation has allocated 889 million 11:11.775 --> 11:13.895 of that , uh , to support modernizing 11:13.895 --> 11:15.728 Western water infrastructure and 11:15.728 --> 11:17.951 improving storage capacity , uh , which 11:17.951 --> 11:20.062 includes 540 million for California , 11:20.062 --> 11:22.173 $100 million in Utah , 30 million for 11:22.173 --> 11:24.006 Idaho , uh , and also looking at 11:24.006 --> 11:26.173 storage opportunities with , with Lake 11:26.173 --> 11:28.228 Shasta , uh , and at the same time , 11:28.228 --> 11:30.451 some projects in South Dakota and North 11:30.451 --> 11:32.673 Dakota . Uh , also , we're very focused 11:32.673 --> 11:35.006 on Colorado River and , and the drought . 11:35.006 --> 11:37.173 Uh , so looking for , continue to look 11:37.173 --> 11:39.284 for those conservation activities and 11:39.284 --> 11:38.940 trying to make sure that we protect 11:38.940 --> 11:41.070 Lake Mead and Lake Powell . Uh , it's 12:58.530 --> 13:00.641 something that the Corps of Engineers 13:00.641 --> 13:02.697 has done well throughout most of its 13:02.697 --> 13:04.974 history and at times has come up short . 13:04.974 --> 13:07.141 This budget focuses on that . We can't 13:07.141 --> 13:09.308 compete globally if we're underwater . 13:09.308 --> 13:11.197 And just to highlight a couple of 13:11.197 --> 13:10.830 projects that are included in this 13:10.830 --> 13:13.010 budget , the big ones . Under the 13:13.010 --> 13:15.010 category of navigation , the budget 13:15.010 --> 13:17.200 includes $133.76 million for the 13:17.200 --> 13:19.200 completion of a new Montgomery Lock 13:19.200 --> 13:21.311 near Pittsburgh , Pennsylvania on the 13:21.311 --> 13:23.422 Ohio River . It includes $931 million 13:23.530 --> 13:25.752 for flood risk , including $420 million 13:25.752 --> 13:27.919 for Prado Dam in California , which is 13:27.919 --> 13:29.697 our most at-risk dam across our 13:29.697 --> 13:31.700 inventory . Uh , the budget also 13:31.700 --> 13:33.589 includes $410 million for aquatic 13:33.589 --> 13:35.533 ecosystem restoration , which is a 13:35.533 --> 13:37.799 sufficient amount , uh , to totally 13:37.799 --> 13:40.030 restore the Everglades in Florida , 13:40.250 --> 13:42.417 five years ahead of schedule . Tell me 13:42.417 --> 13:44.940 about that Everglades again . There's 13:44.940 --> 13:47.210 sufficient funding in the budget to 13:47.590 --> 13:49.534 stay on track to fully restore the 13:49.534 --> 13:51.690 Everglades . Uh , 5 years ahead of , 13:51.890 --> 13:54.229 ahead of schedule .
