There is 08:53.830 --> 08:55.774 much to talk about , but I want to 08:55.774 --> 08:58.052 focus on two topics with our witnesses . 08:58.200 --> 09:01.090 First , we need to ensure that the 09:01.090 --> 09:03.960 contractors entrusted to administer 09:03.960 --> 09:07.200 Tricare benefits are keeping our 09:07.200 --> 09:09.144 service members and their families 09:09.144 --> 09:11.650 healthy , not just using taxpayer 09:11.650 --> 09:14.270 dollars to boost their own bottom lines . 09:14.880 --> 09:17.349 Express Scripts , which is the largest 09:17.349 --> 09:19.516 pharmacy benefit manager in the United 09:19.516 --> 09:22.799 States , has held the Tricare pharmacy 09:22.799 --> 09:26.500 contract for 20 years now . And over 09:26.500 --> 09:29.950 that time , Express Scripts has forced 09:30.119 --> 09:32.890 thousands of pharmacies out of the 09:32.890 --> 09:35.380 TriCare network , which makes it a 09:35.380 --> 09:37.760 whole lot harder for service members to 09:37.760 --> 09:40.770 fill prescriptions , but it likely 09:40.770 --> 09:43.570 boosts the orders and the profits for 09:43.570 --> 09:46.989 Express Scripts mail-order pharmacy . 09:47.530 --> 09:49.729 For years , I've been calling for more 09:49.729 --> 09:52.650 transparency into the TriCare pharmacy 09:52.650 --> 09:55.739 contract . But DOD has 09:55.739 --> 09:58.619 carefully protected the interests of 09:58.619 --> 10:02.359 Express Scripts at every single step . 10:02.780 --> 10:05.020 It is time for Tricare to put the 10:05.020 --> 10:07.530 interests of our service members first . 10:07.900 --> 10:10.260 They should do it on their own , but if 10:10.260 --> 10:12.820 they don't , then Congress should force 10:12.820 --> 10:15.650 them to do so .
