Naval vessels . 00:57.389 --> 00:59.445 Previous shipbuilding plans were not 00:59.445 --> 01:01.500 based on realistic assumptions about 01:01.500 --> 01:03.860 industrial base growth and cost 01:03.860 --> 01:05.916 reductions . Those plans assumed the 01:05.916 --> 01:08.500 world at peace , not one that demands 01:08.500 --> 01:11.769 active deterrence . Um , the can was 01:11.769 --> 01:13.547 kicked down the road instead of 01:13.547 --> 01:15.547 investing in American shipyards and 01:15.547 --> 01:18.129 workers . The statute , the new statute 01:18.129 --> 01:21.489 requires a 3 , well , let me put this , 01:21.730 --> 01:24.690 for , for over a decade , the statute 01:24.690 --> 01:28.129 has required a 355 ship fleet . This is 01:28.129 --> 01:30.296 the law signed by the President of the 01:30.296 --> 01:32.351 United States , but no plan over the 01:32.351 --> 01:35.040 last decade succeeded even though they 01:35.040 --> 01:37.262 promised to build a navy with more than 01:37.262 --> 01:39.989 300 ships . Today we sit at just . 01:40.339 --> 01:44.269 291 ships in our fleet . This budget 01:44.269 --> 01:47.480 changes that trajectory . Over the next 01:47.480 --> 01:50.250 5 years , it plans more than $50 01:50.250 --> 01:52.472 billion annually for battle for ships , 01:52.599 --> 01:54.879 a welcome change from the roughly $30 01:54.879 --> 01:57.989 billion we saw in past requests , 01:58.239 --> 02:01.129 $50 billion versus $30 billion . 02:01.400 --> 02:03.622 Congress has . Had to add funding every 02:03.622 --> 02:05.760 year since 2013 to make up for 02:05.760 --> 02:09.220 inadequate shipbuilding requests . I'm 02:09.220 --> 02:11.520 pleased that we may finally enter a 02:11.520 --> 02:14.399 period where the budget is adequate and 02:14.399 --> 02:16.190 realistic . This is the kind of 02:16.190 --> 02:18.919 leadership our Navy and our industrial 02:18.919 --> 02:21.360 base need . So thank you and 02:21.360 --> 02:23.582 congratulations . However , I must note 02:23.582 --> 02:25.638 some concerns . Current requirements 02:25.638 --> 02:28.470 dictate that we need . The continuous 02:28.470 --> 02:31.669 presence of 3 amphibious readiness 02:31.669 --> 02:34.110 groups , each should be built around a 02:34.110 --> 02:36.190 simple formation 1 large deck 02:36.429 --> 02:39.190 amphibious warfare ship , and 2 small 02:39.190 --> 02:43.100 deck ones . This plan does all it can 02:43.100 --> 02:45.267 over the next 5 years but still leaves 02:45.267 --> 02:47.350 the fleet stuck around 31 amphibious 02:47.350 --> 02:49.660 ships . This still leaves us 02:49.660 --> 02:52.529 approximately 9 ships short of the 3 02:52.750 --> 02:56.309 amphibious readiness group requirement . 02:57.419 --> 02:59.779 Um , I'm also troubled about the 02:59.779 --> 03:01.899 reduction to just one destroyer per 03:01.899 --> 03:05.110 year . The reduction is coming just 03:05.740 --> 03:08.679 as we will begin retiring large surface 03:08.820 --> 03:10.876 combatants . Uh , maybe I should say 03:10.876 --> 03:14.660 the reduction would come if that stays 03:14.660 --> 03:16.860 the case , uh , just as we begin 03:16.860 --> 03:18.860 retiring large surface combatants , 03:19.059 --> 03:21.226 which we will do at an average rate of 03:21.226 --> 03:23.281 more than 3 per year over the coming 03:23.281 --> 03:25.503 decade . That math doesn't add up . However , we see zero funding 03:51.839 --> 03:54.850 for small vessels and the procurement 03:54.850 --> 03:58.020 of only 10 to 12 medium 03:58.350 --> 04:01.300 vessels annually . Our small and medium 04:01.300 --> 04:03.189 medium shipyards need much higher 04:03.189 --> 04:05.529 demand than that . Um , I'm also 04:05.529 --> 04:07.770 puzzled by the department's failure to 04:07.770 --> 04:10.729 request funding for the nuclear sea 04:10.729 --> 04:12.970 launched cruise missile program . 04:14.229 --> 04:17.959 Despite explicit statutory direction to 04:17.959 --> 04:21.040 do so in last year's NDAA bill . 04:21.739 --> 04:24.019 Passed by the House , passed by the 04:24.019 --> 04:27.059 Senate , signed by President Trump .
