We've requested briefings on 05:13.948 --> 05:16.003 the status of the funds appropriated 05:16.003 --> 05:18.115 for Ukraine that took 6 months for us 05:18.115 --> 05:19.837 to be adequately briefed . The 05:19.837 --> 05:22.059 reconciliation bill , which was enacted 05:22.059 --> 05:24.299 on July 4th of last year . We still 05:24.299 --> 05:26.466 need the details of how the funds were 05:26.466 --> 05:29.100 allocated and that were not provided to 05:29.100 --> 05:32.170 us until a 10 month wait . 10 months we 05:32.170 --> 05:34.890 waited for that . Details have been 05:34.890 --> 05:37.769 provided on Golden Dome , but only 05:37.769 --> 05:41.260 $185 billion of the program , and 05:41.290 --> 05:43.068 that's the initial research and 05:43.068 --> 05:45.089 development . We still have no idea 05:45.089 --> 05:47.279 what the costs are following on for 05:47.279 --> 05:49.168 procurement or maintenance of the 05:49.168 --> 05:51.112 program . The department must do a 05:51.112 --> 05:53.223 better job of sharing the information 05:53.223 --> 05:55.557 with us with respect to the war in Iran . 05:55.557 --> 05:57.779 Mr . Secretary , I saw your comments in 05:57.779 --> 05:59.890 the Armed Services Committee . Now for the . 25 , uh , 07:10.216 --> 07:12.929 excuse me , the 2027 request , the 07:12.929 --> 07:14.929 baseline budget , the Department of 07:14.929 --> 07:17.151 Defense requests over $200 million over 07:17.151 --> 07:18.985 last year's enacted level . When 07:18.985 --> 07:21.207 combined with the mandatory funding for 07:21.207 --> 07:22.762 defense requests throughout 07:22.762 --> 07:24.929 reconciliation , that's an increase of 07:24.929 --> 07:27.769 $400 billion and that includes military 07:27.769 --> 07:30.959 construction . Together that's nearly 07:31.049 --> 07:33.779 44% increase in defense spending over 07:33.779 --> 07:35.946 last year , and the president proposes 07:35.946 --> 07:39.100 a domestic investment cut of $75 07:39.100 --> 07:42.380 billion or 10% . These cuts will have 07:42.380 --> 07:44.491 an impact on our national security in 07:44.491 --> 07:46.220 many ways , particular cuts to 07:46.220 --> 07:48.790 education . The primary concern of the 07:48.790 --> 07:51.230 defense budget is that the 07:51.230 --> 07:52.841 administration split between 07:52.841 --> 07:54.660 discretionary funding and the 07:54.660 --> 07:57.299 appropriations control , mandatory 07:57.299 --> 07:59.670 funding that we do not control . Mr . 07:59.829 --> 08:01.718 Secretary , the administration is 08:01.718 --> 08:03.829 taking an enormous risk by asking for 08:03.829 --> 08:05.670 $350 billion in priorities to 08:05.670 --> 08:08.049 reconciliation . As we told you in our 08:08.049 --> 08:10.105 last meeting , reconciliation is not 08:10.105 --> 08:12.216 the best way to fund the department . 08:12.216 --> 08:14.220 Last year , reconciliation created 08:14.220 --> 08:16.660 broken glass . Funding holes for vital 08:16.660 --> 08:18.827 programs that the appropriators had to 08:18.827 --> 08:20.660 fix , and that's why we need the 08:20.660 --> 08:22.827 information in a timely fashion . Most 08:22.827 --> 08:24.660 of your mandatory , uh , funding 08:24.660 --> 08:26.604 requests for are for what you call 08:26.604 --> 08:28.827 presidential priorities , Golden Dome . 08:28.827 --> 08:30.716 Drone dominance , munitions , the 08:30.716 --> 08:33.590 defense industrial base . What the 08:33.590 --> 08:35.534 administration submitted to us for 08:35.534 --> 08:38.710 these programs was a 28 page document , 08:39.000 --> 08:40.889 and that's not enough to properly 08:40.889 --> 08:44.359 explain $350 billion in funding . These 08:44.359 --> 08:46.470 programs will not be completed in one 08:46.470 --> 08:48.637 fiscal year , and they will have tails 08:48.637 --> 08:50.692 that will put our department and our 08:50.692 --> 08:52.915 committee in a very difficult situation 08:52.915 --> 08:55.081 next Congress . Finally , as the chair 08:55.081 --> 08:56.748 did , I .
