Do I answer the 04:29.010 --> 04:32.619 call . Depends on your access to modern 04:32.619 --> 04:35.839 capabilities . And stable funding . 04:37.239 --> 04:39.461 So I'll be curious to hear what lessons 04:39.461 --> 04:41.970 you're deriving from current conflicts 04:41.970 --> 04:44.303 and what you're doing to implement them . 04:44.899 --> 04:48.070 Across your commands . These are important 05:18.950 --> 05:21.230 requests of commitment , but you know 05:21.230 --> 05:23.341 better than anyone that it'll be hard 05:23.341 --> 05:25.174 to meet multi-year modernization 05:25.174 --> 05:28.290 targets without stable funding . And on 05:28.290 --> 05:32.130 that front I've repeatedly . Repeatedly 05:32.470 --> 05:36.209 warned the department . And even 05:36.209 --> 05:39.769 more importantly , OMB . Um , 07:33.665 --> 07:35.887 while we have policy differences , uh , 07:35.887 --> 07:37.942 on this war , um , this was just the 07:37.942 --> 07:39.887 latest demonstration of the larger 07:39.887 --> 07:41.942 point that the guard and reserve are 07:41.942 --> 07:44.100 absolutely essential , uh , to our US 07:44.100 --> 07:46.739 military . Um , I joined , um , the 07:46.739 --> 07:48.899 chairman in , um , grieving over the 07:48.899 --> 07:52.019 loss of 13 Americans , um , so far and 07:52.019 --> 07:54.241 the hundreds who've been wounded , um , 07:54.339 --> 07:56.561 and not only do our prayers go to their 07:56.561 --> 07:58.600 families , but , um , our hope for 07:59.339 --> 08:01.450 success in the peace negotiations are 08:01.450 --> 08:03.339 currently underway . Um , today's 08:03.339 --> 08:05.283 hearing is on the Garden Reserve's 08:05.283 --> 08:07.283 fiscal year 27 budget , uh , and it 08:07.283 --> 08:09.395 comes in the much larger context of a 08:09.395 --> 08:12.549 $1.5 trillion defense budget request 08:12.549 --> 08:14.382 submitted by the president . The 08:14.382 --> 08:16.493 Pentagon is just starting , literally 08:16.493 --> 08:18.382 just starting today , uh , to put 08:18.382 --> 08:20.750 details of this budget online . Um , 08:20.790 --> 08:22.790 but what we know so far is that the 08:22.790 --> 08:24.957 overall request shows , in my view , a 08:24.957 --> 08:27.269 misunderstanding of the balance , um , 08:27.279 --> 08:29.790 that our nation requires . Uh , the 27 08:29.790 --> 08:32.669 budget request is for a record 44% 08:32.669 --> 08:34.725 increase in defense , um , and there 08:34.725 --> 08:36.669 are many programs and initiatives 08:36.669 --> 08:39.299 across munitions and shipbuilding , um , 08:39.469 --> 08:41.349 space and cyber , uh , effective 08:41.349 --> 08:43.182 procurement strategies that have 08:43.182 --> 08:45.789 widespread bipartisan support , um . 08:46.500 --> 08:48.667 And in my view , we have to respond to 08:48.667 --> 08:50.500 the increasing collaboration and 08:50.500 --> 08:52.611 partnership between our adversaries , 08:52.611 --> 08:54.979 the PRC , Russia , Iran , the DPRK 08:54.979 --> 08:57.219 across the globe . Um , but this top 08:57.219 --> 08:59.219 line number did not emerge from a 08:59.219 --> 09:01.539 thoughtful policymaking approach from 09:01.539 --> 09:03.706 the Pentagon's planning staff . It was 09:03.706 --> 09:05.983 a demand tweeted by the president . Um , 09:05.983 --> 09:07.928 and I'll join with the chairman in 09:07.928 --> 09:10.150 saying this . Last year , the OMB chose 09:10.150 --> 09:12.039 to request a critical part of the 09:12.039 --> 09:13.983 defense budget . Inside the budget 09:13.983 --> 09:16.206 reconciliation process , which is not a 09:16.206 --> 09:18.317 guarantee and is a partisan process , 09:18.530 --> 09:20.697 um , and that choice last year and the 09:20.697 --> 09:22.586 timing of it produced billions of 09:22.586 --> 09:25.159 dollars in mistakes and OMB rather than 09:25.159 --> 09:27.929 recognizing that error , um , this year 09:27.929 --> 09:30.109 has tripled the size of that bad idea 09:30.109 --> 09:33.090 to $350 billion and that uncertainty 09:33.090 --> 09:35.146 will not give our defense industrial 09:35.146 --> 09:37.419 base the predictability to plan . Um , 09:37.500 --> 09:39.722 we've also seen , uh , defense programs 09:39.722 --> 09:41.833 added at the last minute or nicknamed 09:41.833 --> 09:43.944 simply to please the president , uh , 09:43.944 --> 09:45.611 which I don't think helps the 09:45.611 --> 09:47.444 department differentiate between 09:47.444 --> 09:49.778 genuine core needs , nice to have items , 09:49.778 --> 09:52.020 and vanity projects . Um , I , I also 09:52.020 --> 09:53.964 have , uh , concerns about how the 09:53.964 --> 09:56.298 department proposes this record request , 09:56.298 --> 09:58.298 which includes cuts to programs and 09:58.298 --> 10:00.609 services all Americans rely on , um , 10:00.820 --> 10:03.440 but let me , uh , move forward . Um , I 10:03.440 --> 10:05.718 firmly believe that Chairman McConnell , 10:05.718 --> 10:07.718 Chair Collins , Vice Chair Murray , 10:07.718 --> 10:09.884 myself , and all the others can figure 10:09.884 --> 10:11.773 out a responsible way to fund the 10:11.773 --> 10:13.662 government without leaving to our 10:13.662 --> 10:15.996 children trillions in debt and deficits , 10:15.996 --> 10:18.107 uh , and without harming healthcare , 10:18.107 --> 10:18.039 transportation , and education . But 10:18.039 --> 10:20.150 that is a broader conversation before 10:20.150 --> 10:22.261 us today , um , is how we support the 10:22.261 --> 10:24.428 guard and reserves . I'm a very strong 10:24.428 --> 10:26.539 proponent of the guard and reserves , 10:26.539 --> 10:28.706 um , especially folks in my home state 10:28.706 --> 10:31.669 who've deployed repeatedly . Um , this 10:31.669 --> 10:33.836 subcommittee has to ensure each of the 10:33.836 --> 10:36.169 components testifying today are trained , 10:36.169 --> 10:38.169 equipped , and ready to answer that 10:38.169 --> 10:40.169 call . Uh , and I'm concerned about 10:40.169 --> 10:42.336 some ideological choices made over the 10:42.336 --> 10:44.225 last 14 months that have hit your 10:44.225 --> 10:46.619 components with a 12 punch as your ONM 10:46.619 --> 10:48.786 accounts have been diverted to pay for 10:48.786 --> 10:50.952 operations abroad and at the southwest 10:50.952 --> 10:53.175 border .
