I was curious about the 06:08.959 --> 06:12.160 $216 million in the budget for the 06:12.160 --> 06:15.559 National Guard reaction report . 06:16.359 --> 06:18.081 This is supposed to respond to 06:18.081 --> 06:20.303 incidents requiring defense support for 06:20.303 --> 06:22.359 civil authorities . The National Guard are 31:06.270 --> 31:08.560 crucial to supporting military 31:08.560 --> 31:10.838 operations around the world and assist , 31:11.530 --> 31:13.586 assisting with emergency response at 31:13.586 --> 31:16.449 home . When a severe storm devastates a 31:16.449 --> 31:18.505 community , it is the National Guard 31:18.505 --> 31:20.505 who respond with tents , blankets , 31:20.530 --> 31:22.697 medical equipment , food , and water . 31:23.119 --> 31:25.479 They are often the first sign of hope 31:25.760 --> 31:28.180 for many who have just endured perhaps 31:28.180 --> 31:31.270 the worst ordeal of their lives . And we've 34:26.449 --> 34:28.671 also provided an additional $30 million 34:28.671 --> 34:30.671 for the National Guard counter Drug 34:30.671 --> 34:32.671 school program to provide necessary 34:32.671 --> 34:34.671 education to support combating drug 34:34.671 --> 34:36.671 trafficking efforts . As you know . 34:36.679 --> 34:38.901 Hundreds of thousands of Americans have 34:38.901 --> 34:40.901 died of fentanyl poisoning over the 34:40.901 --> 34:43.149 last number of years . Uh , it's a 34:43.149 --> 34:46.360 horrible poison , as I call it , and uh . 34:47.320 --> 34:50.129 This unfortunately has been . Inflicted 34:50.129 --> 34:53.729 upon the American population . Uh , each of the 35:42.823 --> 35:44.935 states have a counterdrug program and 35:44.935 --> 35:47.110 each year is taken a look at of how 35:47.110 --> 35:49.110 they can better it to increase what 35:49.110 --> 35:51.110 they're getting after what's in the 35:51.110 --> 35:53.221 local area , whether it's fentanyl or 35:53.221 --> 35:53.110 other drugs and how they can work with 35:53.110 --> 35:55.169 their local . Uh , law enforcement 35:55.169 --> 35:57.489 agencies . So each year we tune it up , 35:57.649 --> 35:59.489 we get better and stronger . The 35:59.489 --> 36:02.419 previous year , uh , we took off $13 36:02.419 --> 36:04.770 billion and last year at $15 billion . 36:04.850 --> 36:07.072 So , every dollar you give the National 36:07.072 --> 36:09.128 Guard , you're getting huge bang for 36:09.128 --> 36:11.128 your buck because our guardsmen are 36:11.128 --> 36:13.183 professional . Um , also , as we look at 37:12.524 --> 37:14.357 modernization , we have to be in 37:14.357 --> 37:16.357 modernized equipment , whether it's 37:16.357 --> 37:18.524 helicopters or whether it's fighters , 37:18.524 --> 37:21.389 tankers . Uh , bombers or mobility 37:21.389 --> 37:23.222 aircraft , we have to have those 37:23.222 --> 37:25.333 capabilities . I was here when 01:07:23.979 --> 01:07:26.146 Homeland Security was established as a 01:07:26.146 --> 01:07:28.899 department and the , um , I brought 01:07:28.899 --> 01:07:32.300 money for our border patrol . Uh , the 01:07:32.300 --> 01:07:34.522 Air Guard has the Northern Border Watch 01:07:34.522 --> 01:07:36.800 in our area , but we have all the , uh , 01:07:36.800 --> 01:07:39.760 I'm not against Homeland Security . We 01:07:39.760 --> 01:07:42.949 fund it , but they have big buildings , 01:07:43.159 --> 01:07:46.159 new vehicles , higher salaries , and 01:07:46.159 --> 01:07:49.560 our local sheriffs and police are being 01:07:49.560 --> 01:07:51.959 undervalued . I was recruited to run 01:07:51.959 --> 01:07:54.080 for this job by an officer who'd been 01:07:54.080 --> 01:07:55.747 in the military , came home , 01:07:55.747 --> 01:07:58.080 unfortunately , was shot , lost his eye , 01:07:58.280 --> 01:08:01.199 lost part of his face , and uh did 01:08:01.199 --> 01:08:03.032 other things that were extremely 01:08:03.032 --> 01:08:05.032 valuable to our community . But I'm 01:08:05.032 --> 01:08:07.088 just saying to you , as you get into 01:08:07.088 --> 01:08:09.032 meetings at the federal level , be 01:08:09.032 --> 01:08:11.270 aware . That locally what's happening 01:08:11.270 --> 01:08:13.270 is the diminishment of our policing 01:08:13.270 --> 01:08:16.189 forces at the local level and for 01:08:16.189 --> 01:08:18.589 juveniles , and we have the arrest of 01:08:18.589 --> 01:08:20.850 many , our juvenile detention facility 01:08:20.850 --> 01:08:24.620 is a disgrace .
