We need the details 05:11.119 --> 05:13.890 when the budget is made public . That's 05:13.890 --> 05:16.112 the only way we can do our job properly 05:16.112 --> 05:18.279 to do the oversight that we are tasked 05:18.279 --> 05:20.579 with . To be clear , the size of the 05:20.579 --> 05:22.660 requests for defense spending is 05:22.660 --> 05:26.019 shocking , and in the base budget , the 05:26.019 --> 05:28.019 Department of Defense requests over 05:28.019 --> 05:31.059 $200 billion over last year's enacted 05:31.059 --> 05:32.980 levels . When combined with the 05:32.980 --> 05:35.220 mandatory funding for defense requests 05:35.220 --> 05:37.109 through the reconciliation bill , 05:37.220 --> 05:40.720 that's an increase of $400 billion . 05:41.320 --> 05:44.119 That's nearly a 44% increase in defense 05:44.119 --> 05:46.200 spending over the last year . In 05:46.200 --> 05:48.480 essence , we will see the department's 05:48.480 --> 05:52.200 request approach $1.6 05:52.200 --> 05:54.510 trillion . This request does not , 05:54.559 --> 05:56.781 however , include the cost to cover the 05:56.781 --> 05:59.279 president's excursion , which is a war 05:59.279 --> 06:02.200 in Iran . Now the president also 06:02.200 --> 06:04.799 proposes to cut domestic investments to 06:04.799 --> 06:07.119 the non-defense budget by 06:07.119 --> 06:10.839 $73 billion or by 10% . 06:11.739 --> 06:14.700 There's even cuts to NASA by 67% , 06:14.820 --> 06:17.179 which is striking given how the Artemis 06:17.179 --> 06:19.290 mission has captured the attention of 06:19.290 --> 06:21.346 Americans , and we will know we will 06:21.346 --> 06:23.512 learn much from that mission that will 06:23.512 --> 06:25.512 help with our national and economic 06:25.512 --> 06:28.089 security . We know that cuts to other 06:28.089 --> 06:30.256 appropriation bills will deeply impact 06:30.256 --> 06:32.311 our national security , particularly 06:32.311 --> 06:35.179 cuts to education . Engineering , math , 06:35.440 --> 06:37.880 science , cyber , computer programming , 06:38.119 --> 06:40.160 they're all cut , and that all is 06:40.160 --> 06:43.049 affected to cuts in education . It 06:43.049 --> 06:45.929 means that when it comes to our future 06:45.929 --> 06:47.959 national security workforce , the 06:47.959 --> 06:50.049 president's budget is not doing the 06:50.049 --> 06:52.730 justice it needs to have happen for the 06:52.730 --> 06:55.170 next generation . When it comes to our 06:55.170 --> 06:57.226 future national security workforce , 06:57.226 --> 07:00.970 the president's budget will , in my 07:00.970 --> 07:02.989 opinion , make our military suffer 07:02.989 --> 07:05.880 because it decimates our workforce 07:05.880 --> 07:08.102 development that we need all across the 07:08.102 --> 07:11.480 board . The previous cuts to the State 07:11.480 --> 07:14.320 Department of 30% also affect our 07:14.320 --> 07:16.542 mission , and I believe your capability 07:16.542 --> 07:18.653 to do your mission as successfully as 07:18.653 --> 07:20.920 possible . The previous Secretary of 07:20.920 --> 07:23.142 Defense for President Trump once warned 07:23.142 --> 07:25.087 us in this room that if we cut the 07:25.087 --> 07:27.309 State Department , we will be forced to 07:27.309 --> 07:29.320 buy more ammunition . Just look at 07:29.320 --> 07:31.376 South America or the Middle East and 07:31.376 --> 07:33.559 see what that warning was all about 07:33.559 --> 07:36.309 that he was predicting . For the army , 07:36.369 --> 07:39.149 the request includes an $18 billion 07:39.149 --> 07:41.149 increase to its discretionary level 07:41.149 --> 07:43.038 with more funds for procurement . 07:43.038 --> 07:45.470 That's an increase for missiles which 07:45.470 --> 07:47.390 attracts the Secretary Deputy's 07:47.390 --> 07:49.750 acceleration plans for munitions . Now 07:49.750 --> 07:51.972 we know the administration monitors the 07:51.972 --> 07:54.083 level of munitions , but we must come 07:54.083 --> 07:56.170 up with a better solution for taking 07:56.170 --> 07:58.670 out drones . Using Patriot missiles 07:58.670 --> 08:01.269 that cost $3 million each is not cost 08:01.269 --> 08:03.436 effective . And it's not sustainable . 08:03.436 --> 08:05.602 There's a billion dollars increase for 08:05.602 --> 08:07.713 operations and maintenance activities 08:07.713 --> 08:09.769 for maneuver units . These funds and 08:09.769 --> 08:11.658 training operations that maintain 08:11.658 --> 08:13.658 readiness . The committee must know 08:13.658 --> 08:16.345 that these funds are being used for 08:16.674 --> 08:19.445 mission and how they're being used . I 08:19.445 --> 08:21.445 say this because military personnel 08:21.445 --> 08:23.501 have been used in such ways over the 08:23.501 --> 08:25.667 past years that I do find concerning . 08:25.667 --> 08:27.501 For example , the National Guard 08:27.501 --> 08:29.723 continuing to pick up . Uh , trash here 08:29.723 --> 08:31.501 in our nation's capital . We're 08:31.501 --> 08:33.667 continuing to assist with the Southern 08:33.667 --> 08:35.223 Border Commission under the 08:35.223 --> 08:37.112 jurisdiction of the Department of 08:37.112 --> 08:39.223 Homeland Security . I don't see these 08:39.223 --> 08:41.445 missions as improving the readiness for 08:41.445 --> 08:43.710 our troops . I see them as degrading 08:43.710 --> 08:45.830 their readiness . The committee must 08:45.830 --> 08:47.549 understand what exercises and 08:47.549 --> 08:49.271 deployments the army expects , 08:49.510 --> 08:51.788 especially with the combatant commands . 08:51.788 --> 08:53.954 So gentlemen , I hope you reach out to 08:53.954 --> 08:55.788 us soon with the details of your 08:55.788 --> 08:58.010 budgets are released .
