First , the 01:19.932 --> 01:21.932 missile Defense Agency's budget for 01:21.932 --> 01:23.932 research and development would grow 01:23.932 --> 01:26.150 substantially to over $12.3 billion an 01:26.150 --> 01:28.069 increase of more than 50% since 01:28.069 --> 01:30.309 President Trump took office . This 01:30.309 --> 01:32.550 reflects a renewed focus on MDA's core 01:32.550 --> 01:34.772 mission of pursuing advanced technology 01:34.772 --> 01:36.883 development , which is long overdue . 01:37.169 --> 01:39.879 Second , this budget invests about $23 01:39.879 --> 01:41.935 billion in the production of missile 01:41.935 --> 01:44.046 defense interceptors , which makes up 01:44.046 --> 01:46.268 almost half of the department's broader 01:46.268 --> 01:48.268 munitions acceleration initiative . 01:48.268 --> 01:50.212 While conflicts in Ukraine and the 01:50.212 --> 01:52.379 Middle East have proven the importance 01:52.379 --> 01:54.629 of magazine death , depth finding for 01:54.629 --> 01:56.462 interception production has been 01:56.462 --> 01:58.879 inadequate or funding for interceptor 01:58.879 --> 02:00.823 production has been inadequate for 02:00.823 --> 02:04.069 years . As production lines operate at 02:04.069 --> 02:07.160 or near minimum sustainable rates , our 02:07.160 --> 02:09.320 industrial base withered . Just two 02:09.320 --> 02:11.542 years ago , the previous administration 02:11.542 --> 02:13.431 proposed ending production of the 02:13.431 --> 02:15.990 Navy's SM3 Block 1B interceptor . 02:16.479 --> 02:18.479 Congress rejected this decision and 02:18.479 --> 02:20.701 provided additional funding to continue 02:20.701 --> 02:22.868 its production , but we were unable to 02:22.868 --> 02:24.923 address the root of the problem , an 02:24.923 --> 02:27.090 ever growing gap between the munitions 02:27.090 --> 02:29.257 demands and the modern battlefield and 02:29.257 --> 02:28.839 the production capacity we are 02:28.839 --> 02:31.929 budgeting for . President Trump's 2027 02:31.929 --> 02:33.929 budget represents the first serious 02:33.929 --> 02:35.985 effort to course correct and rebuild 02:35.985 --> 02:37.873 our nation's munitions production 02:37.873 --> 02:39.873 capacity . This is critical for our 02:39.873 --> 02:42.470 missile defense enterprise . Third , 02:42.610 --> 02:44.721 building upon the historic investment 02:44.721 --> 02:46.943 this committee made through last year's 02:46.943 --> 02:49.054 reconciliation bill , the 2027 budget 02:49.054 --> 02:52.210 seeks over $17.5 billion for the Golden 02:52.210 --> 02:54.432 Dome Initiative to protect the homeland 02:54.432 --> 02:56.599 from air and missile defense threats . 02:56.970 --> 02:58.970 However , funding for both of these 02:58.970 --> 03:01.369 critical initiatives , Interceptor 03:01.369 --> 03:03.536 Procurement and Golden Dome , are part 03:03.536 --> 03:05.369 of the department's $350 billion 03:05.369 --> 03:07.380 mandatory spending request , which 03:07.380 --> 03:09.380 depends on the outcome of a broader 03:09.380 --> 03:11.102 political process that is less 03:11.102 --> 03:13.213 predictable . The 05:13.547 --> 05:15.769 hundreds of wounded service members and 05:15.769 --> 05:17.936 the families of the 7 Americans killed 05:17.936 --> 05:20.158 by enemy fire know these limits all too 05:20.158 --> 05:21.824 well . Missile defense is not 05:21.824 --> 05:23.936 impenetrable and never will be . It's 05:23.936 --> 05:26.158 an incredibly finite resource . In many 05:26.158 --> 05:28.158 cases , we are spending millions of 05:28.158 --> 05:30.102 dollars a shot to take out $50,000 05:30.102 --> 05:32.324 drones . And most importantly , missile 05:32.324 --> 05:34.102 defense is not a strategy . Our 05:34.102 --> 05:36.047 president has chosen to spend down 05:36.047 --> 05:38.213 billions of dollars in years' worth of 05:38.213 --> 05:40.380 interceptor production . And with Iran 05:40.380 --> 05:42.380 now having locked down the strait , 05:42.380 --> 05:44.324 doubled oil prices , alienated our 05:44.324 --> 05:46.380 allies , strengthened China's hand . 05:46.380 --> 05:48.324 Forced the president to remove oil 05:48.324 --> 05:49.936 sanctions against Russia and 05:49.936 --> 05:52.102 unbelievably against Iran itself . And 05:52.102 --> 05:54.102 with Iran today directly projecting 05:54.102 --> 05:56.158 more power against us and our allies 05:56.158 --> 05:58.324 than it ever has , all for the cost of 05:58.324 --> 06:00.380 ballistic missiles they will rebuild 06:00.480 --> 06:02.536 even while they still have plenty to 06:02.536 --> 06:04.480 shoot at us , the president is now 06:04.480 --> 06:06.313 losing the war that he started . 06:06.313 --> 06:08.480 Missile defense will not absolve us of 06:08.480 --> 06:10.647 poor strategic choices , and it cannot 06:10.647 --> 06:12.702 prevent our adversaries from finding 06:12.702 --> 06:15.390 other ways to inflict harm . Every 06:15.390 --> 06:17.446 conversation about missile defense , 06:17.446 --> 06:19.223 both policy and programs , must 06:19.223 --> 06:21.501 acknowledge these limitations honestly . 06:21.501 --> 06:23.501 As you all know , I'm supportive of 06:23.501 --> 06:25.612 many investments in missile defense . 06:25.612 --> 06:27.612 There are many areas where there is 06:27.612 --> 06:29.834 strong consensus on this committee . We 06:29.834 --> 06:32.057 have made robust investments in sensing 06:32.057 --> 06:31.760 and tracking . We have helped mature 06:31.760 --> 06:33.371 the regional missile defense 06:33.371 --> 06:35.593 capabilities that are truly miracles of 06:35.593 --> 06:37.816 engineering and are saving lives in the 06:37.816 --> 06:39.871 Gulf today . Patriot Aegis and TAA . 06:39.871 --> 06:41.704 And we are defending against the 06:41.704 --> 06:43.927 strategic threat posed by rogue nations 06:43.927 --> 06:45.982 such as North Korea , who may not be 06:45.982 --> 06:47.593 deterred by mutually assured 06:47.593 --> 06:49.760 destruction . I would add that we were 06:49.760 --> 06:51.871 doing that against Iran as well . But 06:51.871 --> 06:53.816 when it comes to the strategy , we 06:53.816 --> 06:56.093 continue to have serious disagreements . 06:56.093 --> 06:58.427 Many of us here with the administration . 06:58.427 --> 07:00.593 And the vast majority of those who now 07:00.593 --> 07:02.371 sing Golden Dome's praises with 07:02.371 --> 07:04.427 themselves , just hours before Trump 07:04.427 --> 07:06.649 announced his scheme . I've sat on this 07:06.649 --> 07:08.593 committee for years and I've never 07:08.593 --> 07:10.482 heard a colleague , Republican or 07:10.482 --> 07:12.482 Democrat , advocate spending half a 07:12.482 --> 07:14.704 trillion dollars on a system to protect 07:14.704 --> 07:16.816 us from ballistic missiles , but that 07:16.816 --> 07:19.038 will in fact probably be quite easy for 07:19.038 --> 07:20.982 our adversaries to engineer around 07:20.982 --> 07:23.204 before Mr . Trump announced this idea . 07:23.204 --> 07:25.316 Now I understand that someone willing 07:25.316 --> 07:27.316 to take on the Pope in the image of 07:27.316 --> 07:29.482 Jesus Christ probably thinks himself a 07:29.482 --> 07:28.799 greater theorist of strategic 07:28.799 --> 07:31.021 deterrence than everyone else as well . 07:31.320 --> 07:33.600 But our job is not to blindly answer to 07:33.600 --> 07:35.600 the president . It is to ask tough 07:35.600 --> 07:37.600 questions on behalf of the American 07:37.600 --> 07:39.822 people . It is clear to me now that the 07:39.822 --> 07:41.933 reality does not match what President 07:41.933 --> 07:43.878 Trump has promised to the American 07:43.878 --> 07:46.519 people . An impenetrable shield , as he 07:46.519 --> 07:49.179 says , against all threats . So let me 07:49.179 --> 07:51.401 be clear , just like other promises the 07:51.401 --> 07:53.512 president has made , like how tariffs 07:53.512 --> 07:55.735 will not impact the cost of living , or 07:55.735 --> 07:57.623 that we do not need commerce that 07:57.623 --> 07:59.679 transits the Strait of Hormuz , Mr . 07:59.679 --> 08:01.846 Trump's version of Golden Dome is just 08:01.846 --> 08:04.068 not the truth . Experts from both sides 08:04.068 --> 08:06.235 of the aisle have admitted this , both 08:06.235 --> 08:08.568 from a technical and fiscal perspective , 08:08.568 --> 08:10.679 it's impossible to defend , to defend 08:10.679 --> 08:12.846 all of the United States from any kind 08:12.846 --> 08:15.123 of threat that could be launched at us . 08:15.123 --> 08:17.123 As the Middle East shows , even the 08:17.123 --> 08:19.346 best missile defense is imperfect . Perhaps a more limited 08:25.392 --> 08:27.615 version of Homeland missile defense . I 08:27.615 --> 08:29.781 will certainly be an advocate for more 08:29.781 --> 08:32.003 missile defense on the homeland than we 08:32.003 --> 08:34.115 have today . I would love to see many 08:34.115 --> 08:33.979 of the Patriot batteries defending 08:33.979 --> 08:36.239 foreign countries , defending our own . 08:36.778 --> 08:39.028 We might even be able to agree that we 08:39.028 --> 08:41.250 shouldn't touch the underpinning of our 08:41.250 --> 08:43.361 strategic stability that has kept the 08:43.361 --> 08:45.306 world safe from nuclear war .
