Making the budget 02:34.220 --> 02:37.050 awash and still flat . SOCOM's 02:37.050 --> 02:39.106 purchasing power has been reduced by 02:39.106 --> 02:42.660 14% since 2019 , despite increasing 02:42.660 --> 02:44.929 demand for support worldwide . I am , 02:44.940 --> 02:46.996 however , optimistic about President 02:46.996 --> 02:49.059 Trump's direction to include a 02:49.059 --> 02:51.281 significant increase in the fiscal year 02:51.281 --> 02:53.392 207 defense budget and what this will 02:53.392 --> 02:56.100 mean for SOCOM in the future . The challenges and threats of 04:59.892 --> 05:01.837 today and tomorrow demand the full 05:01.837 --> 05:03.892 attention of this administration and 05:03.892 --> 05:06.114 the Department of Defense . That was the mission 05:26.822 --> 05:28.989 required of us in Iraq , Afghanistan , 05:28.989 --> 05:30.822 and elsewhere , a mission that I 05:30.822 --> 05:32.822 carried out as an Army Ranger . And 05:32.822 --> 05:34.878 while we still need to maintain that 05:34.878 --> 05:37.045 capability and not lose sight of those 05:37.045 --> 05:39.156 hard-won gains , we must also prepare 05:39.156 --> 05:41.267 to face future challenges . One , how 05:41.267 --> 05:43.267 is the special operations community 05:43.267 --> 05:45.378 postured to support this effort ? 2 , 05:45.378 --> 05:47.267 do they have the right training , 05:47.267 --> 05:49.267 manning , equipping , institutional 05:49.267 --> 05:51.322 support , funding , and professional 05:51.322 --> 05:53.322 military education system ? Another 05:53.322 --> 05:55.489 crucial question for this committee to 05:55.489 --> 05:57.600 address is SOCOM's budget , which has 05:57.600 --> 05:57.540 been relatively flat over the past 05:57.540 --> 05:59.459 decade . I share the chairman's 05:59.459 --> 06:01.570 concerns in this regard , given the , 06:01.570 --> 06:03.899 the tremendous amount of strain and 06:03.899 --> 06:06.010 resourcing that's been placed on your 06:06.010 --> 06:08.179 command . It simply has not kept pace 06:08.179 --> 06:10.260 with inflation , resulting in a 14% 06:10.260 --> 06:13.170 reduction in buying power since 2019 , 06:13.579 --> 06:15.412 though SOCOM's requirements have 06:15.412 --> 06:17.412 certainly not diminished , as we've 06:17.412 --> 06:19.579 pointed out . Despite the stagnation , 06:19.579 --> 06:21.412 there has been a 35% increase in 06:21.412 --> 06:23.559 combatant command demand for special 06:23.559 --> 06:25.448 operations capabilities . So in a 06:25.448 --> 06:27.670 rapidly changing threat environment , a 06:27.670 --> 06:29.392 special operator is one of the 06:29.392 --> 06:31.281 country's greatest advantages and 06:31.281 --> 06:33.281 remains so today . It is our job to 06:33.281 --> 06:35.448 ensure we continue to hone and support 06:35.448 --> 06:37.559 this highly capable and agile force , 06:37.559 --> 06:39.670 including resourcing critical gaps in 06:39.670 --> 06:41.726 SOCOM funding . Provided , it gives us an 21:22.055 --> 21:24.111 opportunity to go service to service 21:24.111 --> 21:26.064 from chief to chief and have those 21:26.064 --> 21:27.564 conversations about , uh , 21:27.564 --> 21:29.786 modernizations and , and , and where we 21:29.786 --> 21:31.842 might be overlapping or where we can 21:31.842 --> 21:33.974 combine forces . So I think that 907 21:33.974 --> 21:35.974 capability and authorities that you 21:35.974 --> 21:38.196 gave us gets us , uh , in the room with 21:38.196 --> 21:40.474 the other services , uh , as far as in , 21:40.474 --> 21:42.641 in , uh , echoing what Admiral Bradley 21:42.641 --> 21:44.863 spoke about in our modernization . Mr .
